<br />PLANNING COMMISSION JANUARY 13, 1987 PAGE 2 <br />of Review; and with the stipulation that the Building Department make <br />sure that codes are met relative to the internal construction and the <br />fire codes; that the Engineering Department have their input relative <br />to any retention system or anything that might be necessary with the <br />additional parking; that parking spaces 1 and 32 be designated as <br />handicapped; the Commission recommends the use of planting from the <br />northwest corner of the building extending toward Lorain as shown on <br />the drawing and the back yard would be optional to the developer rela- <br />tive to whether he fences it or plants; as shownonthe site plan dated <br />December 9th, seconded by E. Traczyk, and unanimously approved. <br />Assistant Law Director Dubelko stated that the codes specify th at the <br />dance floor area must be sound insulated. In response to Mr. Bierman, <br />Building Commissioner Spino advised that complete construction plans <br />including plumbing, wiring, etc. must be submitted prior to a building <br />permit being issued. <br />2) Olmsted Plaza Shopping Center, west side of Great Northern Blvd. <br />Proposal to construct two buildings in existing shopp'ing center. <br />Mr. Schill, the architect, and Mr. Brown, the owner, presented plans to <br />construct two 6,000 square feet buildings (14 feet high) and a 1,600 <br />square foot addition to the existing shopping center. Mr. Schill ex- <br />plained that with the closing of the National Theater they would be <br />gaining 400 parking spaces; that Northeast Appliance which took over <br />the theater wouTd require only 60 spaces, the new buildings would, <br />require. 91 spaces for a total of 151 spaces required so there would'be <br />a surplus of 249 spaces. Building Commissioner Spino believes that <br />there is a dis crepancy in these figures; he figured, the parking con- <br />sid'ering,thetotal amount of floor'area of a1T the existing buildings, <br />by actuaT count there are 887 parking;spaces on the property; with this <br />new proposal they will have only 797' spaces,, andfie concluded that they <br />would!need 1,378 spaces. He explainedtFiat the original parking req_uire- <br />ments were figured on a shared b asis taking into consi:deration th at the <br />main theater• use was a night andthe- retail store hours were during the <br />day. After• some discussion, it was deterinined that two pareels shown <br />as separate pareels are actually.part of the whole development and <br />were not ineluded in this calculation, but it would appear that tlie <br />property does not.have sufficient parking as it stands now. Mr. Brown <br />withdrew the proposal. Mr. Kelly, an adjacent neighbor, objected <br />because, although he received a notice of the meeting, he was not sent <br />a copy of the glans. He complained about other problems in the existing <br />shopping center which had nothing to do with this proposal. <br />3) Jerry Galbreath Office Building, 29168 Lorain Road <br />Proposal to convert former racquetball club to office building. <br />(Variance for parking granted by the Board of Zoning Appeals <br />January 7, 1987.) <br />Mr. Del Guidice, ?architect, explained proposal to convert building to <br />an office use by adding windows, atrium, and installing a second floor; <br />one racquetball court will remain; rental spaces will range from 800 to <br />1,200 square feet for a maximum of 17 rental units. It was explained <br />that because of the design of the b uilding much of the total area was <br />not leasable and that based on the leasable square foot area 100
