p - . <br />PLANNING COP4MISSION FEBRUARY 24, 1987 PAGE 3 <br />Chairman Burns advised that a temporary variance was granted for parking <br />in the front set back until June lst when parking lot is to be completed, <br />under this variance cars must be set back at least 10 feet from the side- <br />walk. This lot' faces Mill Road and i:s adjacent to the existing body <br />shop on Dover Center Road. City Engineer Schaller expiained that no <br />assembly of the two lots would be required since there is no proposal <br />to build over the property line, or unless this parking was required <br />for their minimum parking requirements. Mr. Papatto stated he will be <br />assemb ling the lots and that he bought this property to alleviate park- <br />ing problems on the Dover Center property for which he has been cited <br />by the city, and stated that there has.been parking on the Dover Center <br />property for over 25 years. Mr. Dubelko advised that storing vechicles <br />in the front set back is a prohibitive use and that only customer or <br />employee parking is permitted in this area. Mr. Burns stated that when <br />a previous request was approved for a proposal on the Dover Center <br />property it was stipulated that these cars would be parked behind a <br />fence that was to be constructed. At that time, Dover Center was to be <br />repaved, and the parking layout was to be determined after it was known <br />where the curb cuts were to be placed. Mr. Dubelko advised that this <br />approval in 1982 is a separate issue from this propos al, however it <br />should be referred to the Building Department for their research and <br />they should report back to the Commission on this. Mr. Papatto explained <br />the proposal: house would be removed, a landscaped buffer installed in <br />front with a stockade fence behind it, the detached garage would remain, <br />the entire new lot would be blacked topped, dumpster will be moved to <br />the south east eorner of property, retention will be installed on this <br />lot only. There is a gravel area on the Dover Center lot which will <br />not be paved since it is grandfathered in, but they will proiiably not <br />p ark cars there since they would be in front of garage d'oors. Mr. <br />Dubelko advised that if he is making no changes to the building,.it <br />would appear that he would not be required to pave that portion. Mrs. <br />E. Wood, secretary of the Mill Gardens Condominium Owners Association, <br />and Mrs. Frazena, a resident, complained that the cars parked on Dover <br />Center-makes it difficult to see when turning onto Dover Center Road, <br />that the wrecked cars are an eyesore and they would like them behind <br />a fence, and that the house has been vacant for a year. Mr. Papatto <br />claimed that he bought the property four months ago. Councilman Tallon <br />stated that the cars have been stored there for longer than 4 months, <br />that he has not cooperated with the city, and that he cannot store cars <br />in the front set back under the grandfather clause. Since Mr. Papatto <br />is having his employees park in a lot belonging to another business, <br />Mr. Tallon.thinks he should provide parking for them on his own property. <br />Mr. Thomas is concerned that the Dover Center lot will still be over- <br />'loaded with cars and questioned if all cars waiting to be repaired will <br />be stored behind the fence. Mr. Papatto explained that customers drop <br />cars off before they are opened in the morning, parking them at every <br />angle, and stated that his employees needed time to move them. Mr. Bierman advised that it was up to him to get them moved immediately. <br />Mr. Dubelko advised that, since a fence is a structure, it cannot be <br />pl.aced immediately behind the l,andscaped area and must be set behind <br />the set back line, which he determined to be 50 feet.
