Mr. Burns asked if he <br />would consider putting the fence at the 50 foot line and store the. <br />damaged cars behind it and have employee parking in the front set <br />back. Mr. Papatto agreed to put the heavily damaged cars behind the <br />fence and asked if he could park repaired cars or slightly damaged <br />cars in front. Mr. Dubelko stated that, if the completed cars were <br />placed there temporarily, it would be considered parking. Councilman <br />Tallon stated that legally no cars could be stored in the set back. <br />The Commission and Mr. Papatto discussed the driveway.into the fenced <br />area, and it was decided that a drive on the east side of the lot and <br />one in the middle of the lot were necessary for the traffic pattern; <br />and that drives would have to be large enough to allow tow trucks and <br />-trash removal vehicles into the property. T. Morgan moved that Planning <br />Commission approve the site plan and the change of occupancy for the <br />parking lot as.shown on the site plan with the following stipulations: <br />that only parking would be allowed in the 50 foot front set back area <br />as determined by the Law Department; that a 6' screen/stockade fence <br />be provided at the 50 €oot front set b ack with openings at the eastem <br />existing driveway and at the center; that all vehicles waiting to be <br />repaired.be stored behind the stockade fence; and that landscaping at <br />the front will remain as shown on the plan, seconded by E. Traczyk, <br />and unanimausly approved. <br />3) Gareau Building, Lorain Road and David Drive <br />Proposal to construct a retail./office building. <br />Mr. Schill, Mongello and Assoeiates, and Mr. Gareau, the owner, explained <br />that the two story building would have retail units on the first floor <br />and law offices on the second floor; there will be 3 curb cuts, 2 on <br />David Drive and 1 on Lorain Road; dumpster will be screened with a <br />board on board cedar fence; landscaping is shown on plan. There are <br />three lots involved and an assembly plat will be submitted later and <br />lot will conform to code. Property to the rear is zoned multi-family <br />and general retail. Mr. Sanker advised that parking conforms to code. <br />Mr. Gareau explained that the main entrance to the offices would be in <br />the rear and that the building will have a gable roof. Lighting plan <br />will be submitted later, and they plan to have a ground sign. Mr. Gorris <br />questioned location of the handicapped space and Mr. Thomas would like <br />this space located at the handicapped ramp. Mr. Schmidt, owner of <br />Adon Equipment Company across the street, believes this will be.an <br />improvement to the area. R. Bierman moved to forward the Gareau build- <br />ing proposal at Lorain Road and David Drive to the Architectural Board <br />of Review, and to the Safety and Engineering Departments, seconded b_y <br />J. Thomas. Roll call on motion: Bierman, Thomas, Gorris, Morgan, and <br />Traczyk, Yes. Mr. Burns abstained. <br />IV.
