<br />PLANNING COMMISSION MARCH 24, 1987 PAGE 3 <br />that the Commission should proceed with their approvals, but request a <br />clarification of the special permit from the Board of Zoning Appeals. <br />Pertaining to the question, raised at the last meeting, as to whether <br />or not a dumpster was required, Mr. Dubelko advised that he had not <br />checked into this, but would research it and forward the information on <br />the the BZD Committee of Council. Mr. Wahl advised that a handicapped <br />space will be placed directly across from the door adjacent to the <br />parking lot. R. Bierman moved to approve proposal to renovate and add <br />to the office building at 23755 Lorain Road also making note for the <br />BZD Committee of the violation on the east lot line between the line <br />and the building which is only 3 feet; and with the addition of a <br />handicapped space directly across from the west entrance be noted on <br />the plan, seconded by M. Betts, and unanimously approved. Chairman <br />Burns stated that the Planning Commission will take the position that <br />by granti.ng the special permit to renovate an existing non-conforming <br />building that we believe that the intent of the Board of Zoning Appeals <br />was to approve the special permit including the 3 foot side yard and <br />request that the BZD take that into consideration when they consider <br />the proposal on the 26th. <br />5) Cheradon Plaza III, south east corner of Dover Center Road and Brookpark Ext. <br />Proposal to construct retail shopping center. Heard by Planning Commission <br />March 10, 1987 and by Architectural Board of Review March 18, 1987. <br />Chairman Burns read the recommendations of the Architectural Board of <br />Review. In reference to these recommendations Mr. DiBenedetto and his <br />son explained: that driveway off Brookpark Extention could not be re- <br />located across from the Gold Circle drive since the Cheradon Plaza II <br />drive is almost opposite it; that the b rick pier with tempered glass down <br />to one brick at the bottom would be acceptable; handicapped spaces will <br />be on the east parking area (4 are shown on plan, but possibly only 2 <br />are required); they do not want to put a"Cheradon Plaza" sign on the <br />front of the building, they believe that the ground sign is sufficient; <br />and as suggested by Planning Commission, driveway off Dover Center Road <br />has been moved about 9 feet north. During the discussiori it was brought <br />out that they are planning to use concrete block on the rear wall, and <br />they were.advised that concrete block was not an approved exterior <br />material and several alternatives were discussed. Mr. DiBenedetto <br />thought they might use dryvit over the block and also questioned if <br />they could use a rubber roofing ma.terial, this is not the purvue of <br />the Commission. The Safety Department had recommended that the drive <br />on Dover Center not be moved north since it could interfere with the <br />tuzning lane, the Commission does not believe that 9 feet will make <br />that much differenceo They also stated that the rear drive should <br />be 18 feet wide (3 foot wide dumpsters are to be placed in 20 foot <br />drive). The developers agreed to move the building up 1 foot which will <br />give the 18 foot clearance. R. Bierman moved to approve the proposal <br />to construct a retail shopping center on the southeast corner of Dover <br />Center Road and Brookpark Extension with these changes; the driveway <br />on tlie south side of the building be 21 feet;rather than 20 feet; front <br />elevation of the building be constructed as recommended by the Architec- <br />tural Board of Review with glass from ceilirig to 1 brick on the sill; <br />just one sign location of plaza III as shown on the print now (sign <br />that describes the plaza); and that unless a variance is granted brick <br />must be applied on the south elevation, east elevation, west elevation
