A .? <br />• ' J <br />PLANNING COMMISSION SEPTEMBER 8, 1987 PAGE 4 <br />The Board of Zoning Appeals had ruled that this facility is a permitted <br />use in the General Retail District. Fire Department report advised <br />that water must be provided for fire protection, provision must be made <br />for Fire Department apparatus access, and questioned if outdoor storage <br />would be permitted, Police Department had no objection. The forester`s <br />report suggested that building "B" be reduced in order to save a sugar <br />maple tree on the east property line and made several other suggestions <br />for additional plantings. Mr. Neff advised that they had talked to the <br />forester previously and would agree to re-route the sewer lines in order <br />to protect the maple tree instead of reducing the size of the building. <br />He has no objections to the new plantings suggested by the forester. <br />The building Commissioner's report stated that there were no objections <br />to the plans as presented. Chairman Burns questioned if the problem of <br />the skylight in the rest area had been resolved. Revised plans were <br />submitted which resolved the prob lem and no variance had.been required. <br />T. Morgan moved to approve the Store-it-Here proposal, south side of. <br />Lorain Road, to construct a self service storage building along with <br />all the recommendations made by the Architectural Review Board, and <br />including the special ruling.by the Board of Zoning Appeals on September <br />2nd, incorporating all the recommendations of the forester except that <br />the developer has agreed to re-route the.sewer to protect the tree in <br />question, not decrease,the size of the storage facility; seconded by <br />M. Betts. Roll call on motion: Morgan, Betts, Bierman, and Burns; <br />yes. Mr. Thomas and Mrs. Traczyk, no. Motion carried. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: <br />No items. <br />V. COMMUNICATIONS: <br />Chairman Burns advised that he has received a request from Great Northern <br />to review plans on the parking proposal for the mall expansion which is <br />near completion. The original approval of this expansion was conditioned <br />on the completion of certain parking areas: that_area adjacent to the <br />expansion; and the areas to the north (adjacent to May Company) and to <br />the east (adjacent to the J.C. Penny Store). At this time they are requesting <br />extensions of these completion dates. The Law Department has advised that <br />since completion of the parking plans were a condition for the occupancy of <br />the expansion, the Commission would have to approve this request. <br />Mr. Carlisle, Biskind Development Company explained request. The mall <br />expansion is due to be opened on September 12th, the parking ar.ea immediately <br />adjacent to this is under construction and will-not be completed until mid <br />October, they are requesting a delay of approximately one month: on this. <br />Regarding the other areas, he advised that there has been intermitent dis- <br />cussion with the owner of the Rini/Zayer property pertaining to the re- <br />location of Great Northern's Brookpark exit so that it would be opposite <br />a proposed curb cut from this property which would mean moving their drive <br />approximately 150 feet east. Since this will effect all parking and lighting <br />in this area, they are requesting a year's' extension for'this area. They <br />have also determined that the area adjacent to the Penny store should be <br />comp'leted with a-later phase, and are also requesting "a years delay in this <br />area. He pointed out that they will eomplete.tlie walkway, at least tempor- <br />arily,.between the mall and the plaza.within the time:allowed for.the mall
