Valore, attorney, presented revised plans <br />which reflect some of the changes suggested at the nrevious meeting: <br />additions will be to rear and side of existing building with garage doors <br />facing Great Northern Boulevard; emnloyee parking and enclosed dumpster <br />is in rear of building and access will be off Lorain.Road by permanent <br />easement through the Carriage Plaza property; and hedgeraw is to be <br />installed along rear parking area and natural area will remain adjacent <br />to residential property. It was pointed out that access is through the <br />proposed loading zoned for Carriage Plaza. Mr. Valore exnlained that <br />tfie hours of delivery and the.hours th at employees will use drive will <br />not conflict, and employees can also go out around the rear of the <br />building. Assistant Law Director Dubelko stated that there was nothing <br />in the codes that would prohibit using the loading zone as an access <br />drive. Mr. Morgan stated that this is an outstanding example of two <br />developers coonerating to solve problems. Neighbors, Mr. and Mrso Baker, <br />and Mr. Mohan are still insistant that a.solid fence be constructed <br />around the rear p arking area 'since there have been problems with-arbor- <br />vitae dying in this area, but agreed that the reVised plans addressed. <br />most of their concerns. Mr. Knight b:elieves that the natural buffer is <br />sufficient, and p:ointed out that the total plan was revised to accommo- <br />date the neighbors concerns, but will agree to instal.l a fence if the <br />Commission so desires. M. Betts moved to approve the proposal by <br />Speedy Muffler King to construct an addition to the rear of their build- <br />ing at 4565 Great Northern Boulevard and submit proposal to the Archi- <br />tectural Board of Review for their comment especially focusing unon-the <br />rear.segment of the property and the buffer zone between that property <br />and the adjacent homeowners in reference to natural plantings versus a <br />wood fence, seconded by T. Morgan, and unanimously approved. <br />IV: NEW DEVELOPMENTS AND SUBDIVISIONS: (Continue.d) <br />1) Lot split and Assembly Plat for Margaret Zahurancik: <br />The proposal is to divide and assemble permanent parcels 234-03-06, <br />234-03-07, and 234-03-013 into sublots 1 and 2, sublot 1 being the <br />southerly most portion of the parcel and located between the C.E.I. <br />property and Lorain Road, and sublot 2 being the northerly portion of <br />the parcel. All parcels are presentely.zoned as Limited Industzy.. A <br />similar proposal was reviewed by Planning Commission on Jul,y 28, 1987 <br />and referred to,the Board of Zoning Appeals which granted the required <br />variances on September 2, 1987. Chairman Burns adv:i.sed that variances had been granted by the Board of <br />Zoning Appeals. Mr. Kanareff, owner, presented plans. Mr. Sherman, <br />an adjacent property owner, questioned if the zoning was to be changed <br />later. Mr. Kanareff advised that there are no definite plans for devel- <br />opments, if they did decide to develop residentially, the City would <br />have to approve rezoning. Mr. Kanareff offered to keep liim informed <br />as to their plans. Plans were explained to Mr. Pierce, another neighbor, <br />who stated no objection. J. Thoma.s moved to approve the lot split and <br />assembly plat for Margaret Zahurancik to divide and assemble permanent <br />parcels 234-03-06, 234-03-07, and 234-03-13 into sublots 1 and 2 as in- <br />dicated on the agenda, seconded by E. Traczyk, and unanimously approved.
