The architecture"will be consistant with the existing <br />design, one of the existing pediments will be removed and another will <br />be installed further-south.and wi11 include an area for signage. The <br />addition will not effect traffic circulation or parking reauirements, <br />since they are required to have 738 spaces and there are 1,353 on the <br />site. He advised that they will be re-painting the raspberry portion <br />of Plaza South, which was approved nreviously, when the weather permits. <br />R. Bierman moved to send the proposal to construct a small addition and <br />change to elevation for Great Northern Plaza Soutli to the Architectural <br />Board of Review, seconded by E. Traczyk, and unanimously apvroved. <br />5) Great Northern Mall <br />Parking Lot Renovations, Phase II. <br />Mr. Carlisle, Biskind Development Company, explained that this is the <br />second phase of the parking lot plan, advising that the initial phase <br />in the area of the mall expansion has been completed. Their overall <br />plan is to define and simplify the intersections by reducing inter- <br />section to three way traffie, by having only one ring road which will <br />move traffic around the mall, and installing traffic signs. Tfie addi-". <br />tional landscaping and the islands on the ends of the narking lanes will result in a loss of some parking.spaces, about 73 spaces in this <br />area, but they exnect to pick up approximately 100 spaces in the next <br />phase which will be east of J. C. Penny Company. He exnlained that <br />the preliminary traffic count for 1987, taken on the heaviest shopping <br />day of the year, showed that 73% of the parking was utilized. They <br />expect to have this phase of the plan completed by June or July, of <br />this year. He further advised that the plan as.submitted shows.the <br />entrance off Brookpark Road where it is located at this time. They <br />are discussing with the owner of the Rini/Zayer property the possi- <br />bility of relocating this curb cut so that it is opposite the proposed <br />cut for that property on the north side of Brookpark Road. There has <br />been no.agreement as yet;:. but they could 'relocate the entrance.and <br />traffic signal at a later date-if necessary. Mr. Morgan pointed out <br />this could be used as a cut through to Country Club Boulevard and would <br />probably increase the traffic through the complex. Mr. Gorris questioned <br />why all the traffic islands were not raised, some are just painted; <br />aiid he also believes that a continuous right turn lane could be in- <br />stalled from the Mall Ring Road for traffic going west to the Plaza.Ring R <br />Road and also suggested that the curbs immediately south of the <br />planting area between the plaza and May Company be raised. Mr. Carlisle <br />stated that as the budget allowsTbey will install all raised curbs, <br />and agreed.to-the continuous'right lane, as well as to the two aiiditional <br />raised curbs. Mr. Gorris also-beleived that there should be:a better <br />definied roadway between the upper parking lot and the lot in front of <br />the lower level o.f the.May Company to prohibit traffic cutting through. <br />Mr. Gorris marked these revisions on the plan and initialled that set <br />of plans. B. Gorris moved to approve the Great Northern Parking Lot <br />renovations, Phase II, as laid out on the drawing dated 2/26/88, and <br />initialled by Brian Gorris, with the following stipulations:.the two <br />islands on the westernmost.ring drive (which will be circled.-and labeled
