Cit_y Engineer Boyer presented the original nlat, <br />but the Commission still has some concern and would like the nronosal tabled <br />in order to review the minutes of the original approval. Mr. Welke, repre- <br />senting Heunie Homes agreed. T. Morgan moved to contiiiue the Hennie Homes <br />Lot Split and Consolidation Plan until the next meeting, seconded by J. <br />Thomas, and unanimously approved. <br />2) Gustafson Lot Snlit <br />The proposal is to subdivide permaneut parcel no. 237-30-5 into two (2) <br />sublots. Location is the east side of Columbia Road, south of Cedar Point <br />Road. Zoning is "A" Residence, Single. Note that proposed sublot no. 1 <br />does not conform to the Zoning Code requirements for minimum side yard <br />width of five (5.0) feet. <br />Mr. Gustafson, the owner, and C. Dunlap presented the proposal which will <br />split an existing lot with a home on it into 2 lots. In order to meet the <br />frontage requirements for the vacant lot, sublot 2, the house on sublot 1 <br />will only be 4 feet off the property which will require a variance froLn <br />the Board of Zoning Appeals. Mr. Gustafson stated that, at this time, he <br />just wants the propert_y subdivided, later on he may construct another house <br />on that lot. Chairman Morgan read a letter froin Elizabeth Ojemann, an ad.ja- <br />cent property owner, and H. Reichel, a resident on Columbia Road, both of <br />whom are ob,jecting to the proposal on the basis of the erosion problems on <br />both the Gustafson propert_y and the Ojemann property. City Engineer Boyer <br />explained that the upper bank of the cliff of the Metro Park is shown on <br />the nlan. Niro Bierman is concerned that there would not be enough build- <br />able area on the lot to construct a house which would conform to the "A" <br />residential requirements; and also believes that the existing house might be <br />in danger of falling into the valley. Mr. Boyer stated that there should be <br />enough area for a house. IKr. Dunlap advised that the erosion is cause bv <br />the water from the west side of Columbia Road draining over onto the Gustafson <br />property, claiming there is no ditch to drain that water, and that he intends <br />to ask the City to construct a ditch and a catch basin. Mr. Boyer stated <br />that they have reviewed this situation and there is a a catch basin on the <br />Gustafsan property and there are catch basins on the west side of the street. <br />The problem has been re.ferred to the Service Department to cleaii the basins. <br />The proposal must be referred to the Board of Zoning Appeals for the variance <br />before the subdivision can be approved and Mr. Thomas requested that the <br />Ojemann letter be referred to that Board. T. Morgan moved to forward the <br />Gustafson Lot Split to the Board of Zoning Appeals for the granting of the <br />variance requested by the people involved, including the letter of the neigh- <br />bors' objection and with no recommendation from the Planning Commission as <br />to its passage or not, seconded by J. Thomas, and unanimously apnroved. The <br />Planning Commission did recommend that the City Engineer be present when this <br />proposal is heard in order to discuss the drainage and erosion problems. <br />Mr. Kizek, an adjacent neighbor, did not speak but was advised that he would <br />be notified wheu the proposal is before the Board of Zoning Appeals. <br />3) Lauren Properties Assemb ly Plat . <br />The proposal is to subdivide and assemble nermanent parcel nos. 231-31-1, <br />231-31-2 and 3, and 231-31-5, which are included in the.site of the vronosed <br />Lauren Hill Plaza, located on the north side of Lorain Road between Gessner <br />and Walter Roads, and approved by Planning Commission on Ptarch 22, 1988, All <br />pzoposed parcels conform to the Zoning Code for required frontage and area._
