PLANNING COMMISSION JUNE 8, 1988 PAGE 2 <br />Development Company has been advised that no occupancy permits will be <br />issued until the water line is operational. Regarding the present water <br />shortage, Mayor Petrigac advised that a temporary line is being installed <br />to solve the immediate problems. Mr. PSorgan questioned what lines would <br />service the existing residents on the north west part of town. Mr. Nobel <br />explained that these various lines will be looped and the west end of town <br />will be serviced from three sources and looping lines which are now dead end wi11 increase pressure. City Engineer Boyer agreed and explained that <br />the Cook Road line was a supply line and the Porter Road line would keep the <br />water tower supplied during high use periods thus maintaining pressure. <br />The 14ayor explained that the Porter Road line was being held up in Westlake <br />because some easements had'not been obtained, then North Olmsted requested <br />that the schedule be changed so that the Porter Road portion could be instal- <br />led while this was being done. Members are still concerned about the north <br />west section of town because there is much vacant land north of Lorain <br />which will be developed believing that these lines might not be adequate. <br />P4r. Thomas suggested that the Cook Road line could possibly be brought <br />across Lorain Road and loop over to Bradley. Mayor Petrigac stated that the <br />Lorain Road line must be relined at some point in the future and possibly. <br />individual developers could extend the Cook Road line. Chairman Morgan <br />would like the City"Engineer to explain to the Commission at a later meeting <br />how many pumps and lines are going from the filtration plants. Mr. Gorris <br />questioned if it might not be premature to build the road for the Industrial <br />Park before water is available, since there would be no water to keep down <br />the dust during the construction. Mayor Petrigac pointed out that the <br />Industrial Park is isolated from residential area but the pronosed residen- <br />tial development of 81 homes off Stearns Road would be a totally different <br />matter, she would have concerns about that construction. Mr. Boyer stated <br />that after the construction of both lines there would be adequate pressure <br />for those homes and that the Cleveland Water Department will be requesting <br />that these developers install a circulation main into the Barton Road area. <br />Mr. Bierman questioned what would happen to the North Olmsted pressure <br />when Olmsted Township loops lines to the south for their future development. <br />Mr. Nobel maintained that this would help North Olmsted beeause it would <br />bring in a water source down Bagley Road and North Olmsted would be in the <br />middle of the loop. Mrs. Rios, 6819 Warrington Drive, questioned if'the <br />Cook water line would help the water pressure problems in her area.' She <br />was advised that there would be connectiors installed. Mr. Gorris expressed <br />coricern about approving any construction at this time because there is a <br />safety factor involved. Mr. Nobel responded that.no permission would be <br />given during construction'if there were water pressure problems. Mayor Petrigac stated that there have been water pres.sure problems in the city <br />for at least 10 years, water bans have been enforced and the development <br />o.f the Industrial Park was held up (this could have presented legal pro- <br />blems), but a solution is in progress, and the temporary line wi1T help <br />until that is complete. She further advised that she did-.not want the <br />proposed development of 81 homes tied .into this. approval. Mr..Morgan <br />asked Mr. Boyer to present information at the next meeting to the Bretton <br />Woods residents who are concerned about the new residential development. <br />Mayor Petrigac that she and members of the administration will be meeting <br />with the Bretton T?oods Home Owners Association:to explain the water-line <br />proposals.' Chairman-Morgan stated.that the approach that the administration <br />has taken to.solve the water problems°is commendable considering that the <br />problems will be solved without using city funds or additional taxes.
