o ? <br />ti <br />PLANNING COMMISSION JUNE 14, 1988 PAGE 2 <br />Carl Andreano, engineer, advised that the existing barrier is from 16 <br />to 19 feet, their barrier would be 12 feet, 6 feet of earth.mound and a <br />6 foot fence with plantings .wliich will grow beyond the 12 feet in time. <br />Regarding a traffic signal at Dorchester andStearns Road,..Mr. Grendell <br />stated that the developers believe that this is the municipality's <br />obligation, however, if they could put the building lot back on the <br />plan, it tnight be economically feasible to contribute to the signal, <br />and stated that discussion of the signal is premature at this time since <br />no traffic study has been made. Mr. Morgan stated that his recommen- <br />dation would be that they do bear this expense. Mr. Boyer agreed that <br />traffic counts should be takeu first. Mr. Thomas stated that a light <br />should be installed prior to constructiori and suggested that projected <br />counts for the construction period should be made as well. L4Ir. Grendell <br />stated the developers would try to keep all construction equipment out <br />of the area during the peak traffic times, stating that Mr. Berardenelli <br />has suggested a contribution of $10,000 toward a traffic signal should <br />one be necessary. The Commission had requested the Law Department to <br />research Captain Kzynac's remarks pertaining to the disadvantages of one <br />access, this information is not available at this time but can be for- <br />warded to the BZD Committee prior to final review. Regarding the <br />projected construction schedule, Mr. Grendell advised that after all <br />approvals are received they plan to install the underground improvements <br />during the winter, streets in the spring and early summer, with the con= <br />struction of homes in late summer, which should be in line with the <br />timetable of the water line: G. Hall, a resident of Bretton Ridge, claims <br />that utilities would not admit that they could not supply the needed <br />utilities; claims that electric service installed 20 years ago is insuf- <br />ficient at present, and these homes would all.be air conditioned; is <br />concerned that in order to add service their lawns would have to be <br />dug up; believes that utilities should be brought in from another access, <br />not tnrough their subdivision; and still maintains that access could be <br />obtained from Barton Road. Mr. Searcy, a resident of.Bretton Ridge; <br />pointed out that ordinance 79-139 states that streets in a subdivision <br />should be given separate names, thus since Camb ridge Crossing is a <br />separate subdivision, they cannot extend the existing streets and use <br />the present names, new names must be assigned. He advised that C.E.I. <br />has informed him that no one from Berard Development ever contacted them <br />about obtaining an easement as had been originally requested by the <br />Planning Commission and maintains that under these circumstances and <br />because of Ordinance 79-139, the Commission must make this a separate <br />subdivision with its own streets. Mr. Grendell stated: a utility'must <br />provide service; there are probably utility easements in the tree lawns <br />which are part of the public right-of-way; that their engineer did con- <br />tact C.E.I. regarding access and that he and the developer walked the <br />property in order to check if another access would be possible. They <br />are requestingapproval of the plan tonight, and if necessary, subject <br />to clarification of the street names. Mr. Hall pointed out that their <br />20 year old trees`would be destroyed if tree lawns are dug up. This will <br />be discussed with. the imp'rovement plans. .
