" - PLANNING CONQZISSION JUNE 14, 1988 PAGE 3 water line and the Crown Sprague water line by December, 1989, and therefore no.occupancy permits should be issued until the completion of this project; 2) that the Law Dep artment has not yet responded to Captain Krynac's memorandum of May 23rd relative to his concerns of single access to this development, we believe that this is a serious enough problem that it should be addressed before final action is taken by the BZD; 3) we want to make certain that this development does, in fact,. comply completely with Ordinance 79-139 as raised by concerned residents tonight; 4) the developer has agreed to bear a portion, if not all, of the cost of signalization at the intersection of Dorchester and Stearns, this should be considered both prior to the construction of the development and subsequent to the completion of the development; 5) com- plete investigation as to the utility easements should be made so that this is done with the least distruptive impact on the residents; 6) the City should insure that the proper bonds, etc., are in place to insure, not only the completion of this project, b ut that it is done with the least disturbance and with the safety of the existing residents in mind, seconded by T. Morgan, and unanimously approved. IV. BUILDING-DEPARTMENT REQUESTS : 1) Aquasonic Auto Wash, 28800 Lorain Road Proposal to.construct car wash with convenience/gift store and gas.station. Variance granted by the Board of Zoning Appeals April 6, 1988. Heard by the Architectural Board of Rr?view May .19, 1988. (Continued from Planning Commission May-24; 1988). Mr. Atwood, .owner,' and Mr. Mitchell, architect; presented pl:ans reflecting the recommendations of the Architectural Board of Review. Regarding . those suggestions, Mr. Thomas is coricerned that eliminating the curb adjacent to the Midas property could cause satety probletas and would prefer some type separaticsn, pointing out that the Midas curb is'dete- rioating. There is also concern that if the gate in the rear fence is installed as recommended,'that.students from the near by.school would use it to cut.through ,the property.' Mr. Mitchell advised that the two trees have been rel.ocated to- the rear propert_y as requested by the Com-mission; the tree mentioned by the Forester will be saved; and that there will be no,direct illumination in tYie canopies.. Regarding the landings that were questioned by the Architectural Board, they have eliminated the. ramps entirely. Mr. Atwood assured the Commission that the reclaim water system will be install.ed, and ttiey are looking into the possibility of installing we11s. J. Thomas moved to approve and foxward the proposal to construct Aquasonic Auto Wash at 28800 Lorain Road with a convenience gift store and gas statiom, to the BZD Committee of Council incorporating ail the suggestions made by the Plarining Com- ? mission.at the April 26th meeting as well as the changes to the suggestions. made by the Architectural Review Board mentioned tonight, particularly ? the reinstalling of-the curb between the Aquasonic property and the muffler shop property; also asking that the BZD take note of the water reclamation., system'that is:being designed-and will be, installed at the Aqaasonic Auto Wash; and eliminating the gate that was suggested by the Architectural Review Board to the rear property, se'coiided by M. Betts,- and unanimously approved. -
