" - <br />PLANNING CONQZISSION JUNE 14, 1988 PAGE 3 <br />water line and the Crown Sprague water line by December, 1989, and <br />therefore no.occupancy permits should be issued until the completion of <br />this project; 2) that the Law Dep artment has not yet responded to <br />Captain Krynac's memorandum of May 23rd relative to his concerns of <br />single access to this development, we believe that this is a serious <br />enough problem that it should be addressed before final action is taken <br />by the BZD; 3) we want to make certain that this development does, in <br />fact,. comply completely with Ordinance 79-139 as raised by concerned <br />residents tonight; 4) the developer has agreed to bear a portion, if not <br />all, of the cost of signalization at the intersection of Dorchester and <br />Stearns, this should be considered both prior to the construction of the <br />development and subsequent to the completion of the development; 5) com- <br />plete investigation as to the utility easements should be made so that <br />this is done with the least distruptive impact on the residents; 6) the <br />City should insure that the proper bonds, etc., are in place to insure, <br />not only the completion of this project, b ut that it is done with the <br />least disturbance and with the safety of the existing residents in mind, <br />seconded by T. Morgan, and unanimously approved. <br />IV. BUILDING-DEPARTMENT REQUESTS : <br />1) Aquasonic Auto Wash, 28800 Lorain Road <br />Proposal to.construct car wash with convenience/gift store and gas.station. <br />Variance granted by the Board of Zoning Appeals April 6, 1988. Heard by the Architectural Board of Rr?view May .19, 1988. <br />(Continued from Planning Commission May-24; 1988). <br />Mr. Atwood, .owner,' and Mr. Mitchell, architect; presented pl:ans reflecting <br />the recommendations of the Architectural Board of Review. Regarding . <br />those suggestions, Mr. Thomas is coricerned that eliminating the curb <br />adjacent to the Midas property could cause satety probletas and would prefer some type separaticsn, pointing out that the Midas curb is'dete- <br />rioating. There is also concern that if the gate in the rear fence is <br />installed as recommended,'that.students from the near by.school would <br />use it to cut.through ,the property.' Mr. Mitchell advised that the two <br />trees have been rel.ocated to- the rear propert_y as requested by the Com-mission; the tree mentioned by the Forester will be saved; and that there will be no,direct illumination in tYie canopies.. Regarding the <br />landings that were questioned by the Architectural Board, they have <br />eliminated the. ramps entirely. Mr. Atwood assured the Commission that <br />the reclaim water system will be install.ed, and ttiey are looking into <br />the possibility of installing we11s. J. Thomas moved to approve and <br />foxward the proposal to construct Aquasonic Auto Wash at 28800 Lorain <br />Road with a convenience gift store and gas statiom, to the BZD Committee <br />of Council incorporating ail the suggestions made by the Plarining Com- ? <br />mission.at the April 26th meeting as well as the changes to the suggestions. <br />made by the Architectural Review Board mentioned tonight, particularly ? <br />the reinstalling of-the curb between the Aquasonic property and the <br />muffler shop property; also asking that the BZD take note of the water <br />reclamation., system'that is:being designed-and will be, installed at the <br />Aqaasonic Auto Wash; and eliminating the gate that was suggested by the <br />Architectural Review Board to the rear property, se'coiided by M. Betts,- <br />and unanimously approved. -
