PLANNING COMMiSSION <br />JUNE.14, 1988 <br />2) Honors Hotel, Great Northern Corporate Center <br />Proposal to construct hotel in Mixed Use District. <br />Heard by the Board of Zoning Appeals June 8, 1988. <br />(Continued tiy Planning Commission May 24, 1988). <br />PAGE 4 <br /> <br />Chairman Morgan advised that Council had approved the revised plan as a <br />minor change to the master plan for the Corporate Center. The Fire <br />Department had no objection to the plan as proposed as long as water is <br />provided. Captain Krynak, Police Department, objected to the increased <br />traffic at this intersection because of the high volume of accidents, <br />and advised that an engineering study on this intersection has been done <br />by Traff-Pro and should be studied prior to approving proposal. He <br />suggested possibly extending the drive running north and south and con- <br />necting it with the drive at the Sears entrance to the shopping center, <br />thus giving an alternative exit from the Corporate Center. Mr. Boyer <br />advised that the Traff-Pro study would be available shortly. Mr. Carlisle <br />advised that neither the Brookpark Road access nor the extension of the <br />drive opposite the Sears drive were planned with this phase, but there <br />is a possibility of a new drive with the next phase of the development. <br />He referred.to a report from the City Engineer to the Commission which <br />outlined several recommendations which should be incorporated into the <br />developer's improvement plans.as a temporary solution to the existing <br />problems. Mr. Boyer explained his report (see copy attached). Mr. Carlisle <br />maintains that the hotel would not be adding traffic at the neak times <br />of the intersection and is concerned since, if a new drive must be in- <br />stalled at this time, the hotel would not be built. Mr. Morgan agreed <br />that the peak hours would be different and stated that it would appear <br />that most of the accidents were caused by the traffic turning left onto <br />Country Club Boulevard west of this development. Mr. Bierman questioned <br />if the accidents at this intersection were caused by volume of_traffic <br />or the design of the intersection; stating that adding another b uilding <br />might not necessarily increase the number of accidents. Mr. Boyer <br />stated that they were caused by volume and that most of the problems <br />were with the duel left turn from the northbound to the westbound. The <br />Commission would like more specific informati.on from Captain Krynak. <br />Mr. Carlisle stated that they are working with the city and would continue <br />to do so. Mr. Morgan advised that variances?:were granted by the Board <br />of Zoning Appeals for the signage, and the-size'of the loading docks, . <br />and approval given for the shared parking facilities with no. landbanking <br />of parking spaces required. Mr. Morgan reminded Mr. Carlisle that the <br />Commission is given a considerable -amount of.discretion in the Mixed <br />Use District and will be looking into this:from the standpoint of <br />landscaping on the total parcel. Mr. Carlisle presented a breakdownof the types of occupancy in the hotel as.requested by Mr. Betts. <br />T. Morgan moved to refer the Honors Hotel to the Architectural Board of <br />Review; to request that the City Engineer send a copy of his report to <br />Captain Krynak and request that Captain;Krynak amplify on h.is comments, <br />either in person at the next meeting, if possible, or by letter-, advising <br />what types of accidents occur at the intersection of. Country Club and ? <br />Great Northern Boulevards, the time they occur, and the cause'(volume of <br />traffic, design of the intersection, etc.) and further request that the City Engineer submit a-copy,of the Traff-Pro study at the next meeting,; <br />seconded by M. Betts,_and unanimously approved.
