Frank, one of the developers, explained that the sliopping center would <br />encompass four parcels (approximately 3.8 acres.) with 435 feet of frontage <br />on Lorain Road between Bentley Drive and Coe Avenue and will be named <br />Bentley Coe Plaza. The proposal.is to construct a 36,600 square foot <br />masonry building accommodating from five to eight retail tenants-featuring <br />home products including Block Brothers and Paint and Pattern Centers, both <br />of which are principals in the develapment, thus one third of the total <br />occupancy will be owner-occupied. The chocolate brown brick building will <br />be 15 feet high, 23 feet to the mansard which will be over a 5 foot canopy <br />covering the sidewalk; roof top mechanicals will be shielded by the <br />mansard; all dumpsters will be screened with a 6 foot wolmanized fence._ <br />Ttao hundred and thirty two parking spaces are shown, but they are pro- <br />pos.ing to landbank 13 spaces along Bentley Drive, as well as 13 spaces <br />on the west, since they do not believe that they will need all tlie spaces <br />shown, and with the permitted 15% reduction for storage,they could reduce <br />parking to 208 spaces. He explained that two exits are planned on both <br />Coe and Bentley in order to eliminate driveways around the building so <br />that landscaping can be installed beside the building adjacent to the <br />side streets; there will only be one driveway onto Lorain Road and parking <br />lot lights (6 in rear and 3 in front) will be on posts with decorative <br />fixtures which will be shielded and directed down.(one light might be <br />removed with the proposed landbanking); on site retention is planned with <br />drainage to both Bentley and Coe; all set backs conform to or exceed the <br />cade; and signage will be on the canopy with one low sign on Lorain Road <br />identifying the plaza. The Commission questioned if the entire property <br />was zoned General Retail because of the irregular configuration of the <br />rear property line and would like further clarification (it appeared that <br />a portion of one of the residential lots abutting this property might be <br />zoned General Retail). Building Commissioner Conway advised that these <br />lots would have to be combined. Chairman Morgan advised that the Commission <br />would have no problem with the suggested landbanking, but since the lots <br />ar:e heavily wooded, he believes that the forester should make his recom- <br />mendations as to saving as many trees as possible prior to landbanking <br />certain spaces. Mr. Frank agree4 stating that they had planned to leave <br />some areas natural and they would also be willing to create islands around <br />some tr6es if the forester. suggested that. Mr. Conway clarified that <br />only 196 parking spaces would be required for this site. Mr. Thomas <br />questioned the advisibility of having two driveways on the residential <br />streets. Councilman McKay stated that two drives were excessive. Mr. <br />Frank stated that this was done so that more landscaping could be installed <br />on the sides of the building; that no rear customer entrances would be <br />encouraged, but there would be a sidewalk from the rear parking area to <br />the front of the•building; and that the rear lot and drives would be for <br />employees and deliveries. During the discussion and based on the figures <br />presented by Mrs. Block as to their required employee parking, Mr. Frank <br />stated.that they would need a total of 60 employee spaces in the rear. <br />NIr. Betts disagreed and calculated that only 45 employee spaces would be <br />needed. Mr. Frank pointed out that the 19 spaces behind the shallower <br />portion of the building and at least two of the sets of 17 spaces must
