In reference to the traffic pattern, Mr. Cohen, one of the devel- <br />opers, explained that this property is directly across from the Ohio Bell <br />Telephone building, the proposed Lauren Hill Plaza, and a gas station. <br />Because of traffic concerns, the Commission requested that an expanded <br />site p].an be submitted showing the drivew across Lorain P.oad including <br />the area from Walter Road on the west to David Drive on the east ; and <br />suggested to the developers that perhaps two curb cuts on Lorain should <br />be considered instead of .the two northern most entrances on Bentley and <br />Coe. A site plan of the Lauren Hills property would be available in the <br />Building Department. Neighbors had viewed the plans previously. Mrs. Grenig, <br />an adjacent neighbor on Coe Avenue; presented a petition signed by approx- <br />imately 59 residents of Coe, Bentley, and Curtis objecting to the proposal <br />' on the basis that there are too many other strip centers on Lorain Road . <br />and pointing out that there is another proposed center for the other side <br />of the street; th'ey are requesting that this land be used for residential . <br />purposes only. Mrs. Grenig further cited problems of -additional noise, <br />safety.to children, increased traffic congest:i,on, added truck traffic, <br />.rodents, lighti.ng, and the decreasing.amount of green area and wild life. <br />Mr..and Mrs. Rabah, neighbors, agreed.with her comments and pointed out <br />that Coe was heavily traveled si.nce it was used as a shortcut to the high- <br />way and this center would be.adjacent to their back yard and they are <br />- concerned for their.children!s safety. MrS..Curren was concerned about <br />. drainage and. the adequacy of sewers; her?son.ques'tioned buffer areas adja- <br />cent to residential property (these will be changed s.ince some of the <br />proposed parking is to be eliminated). :-Mr, and Mrs. Martin.stated concerns <br />about buffers, fencing, two drives.on.each s.treet. .Another, neighbor, not <br />identified, pointed:out that.there was,an old maple on.the property. <br />Chairman Morgan thanke.d the neighbors.for their input and advised them that this proposal will be tabled and will probably be returned-on December <br />27th and hoped that they.could attend, stating .that he beli.eved that an <br />aesthetically pleasing plan can be worked out to the satisfaction. of <br />everyone concerned. M. Betts moved to table the.proposa.l for. the con- <br />struction of a retail strip center on the south side of Lorain Road between <br />Coe Avenue and Bentley Drive subject to the following comments: relative <br />to our concern ab.out,traffic and safety, both on this parcel and the nearby <br />streets to this location, we would like for the Satety Department to con- <br />sider this proposal,.Police and Fire; the developer will provide at our <br />next meeting the expanded site.rendering that will include this parcel and <br />relavant parcels on both the north and south si:de.of..Lorain; bordering on <br />the west side at.Walter and Lorain and on.the east'.side at David and Lorain; <br />next, we ask the city forester to comment relative to the trees and the . <br />natural state of this:parcel in our interest in preserving whatever is <br />possible in that regard and request that the developer meet with the - <br />forester before the next meeting, if possible; we ask the Engineering De- <br />partment and the Building Commissioner to collaborate onresolving the <br />existence of the.residential versus the commercial zone lines relative to <br />this parcel; also w.e would like the Engineering.Department to begin, pre- <br />liminarily, investigating the issues of drainage relative to this parcel; <br />and we ask the developer to begin to consider from his standpoint what <br />impact on traffic this development will.create, both on this parcel and in <br />the outlying streets to the parcel, as well as to consider what the impact <br />of one or two driveways on Lorain may have, as well as reduction to single <br />driveways on_the east.and west side,. and to take a look at the minimum <br />parking spaces needed; and to.urge the developer to spend some time with <br />' the neighbors on the yarious concerns on this matter, seconded by T. Morgan, <br />and unanimously approved.
