<br />PLANNING COMMISSION DECEMBER 13, 1388 PAGE 6 <br />5) Buckeye Lanes, 24488 Lorain Road <br />Presentation of parking lot lighting plan (poles are installed). <br />Mr. Tschinkel, Tnanager of Buckeye Lanes, explained the proposal to <br />change their present mercury vapor lighting syster.i to a C.E.I. high <br />pressure sodium system which will be installed on poles that are 6 to <br />8 feet lower than the existing ones. They will be installing 3 addi- <br />tional lights, one in the front and two in the back, and all lights will <br />be directed toward the building. It was clarified that there are three <br />C.E.I. lights on the property at present. Assistant Law Director Dubelko <br />commented that, in connection with another matter, a lighting expert had <br />advised that higher poles with the light directed down keep the lights <br />from spilling over onto adjacent property. Mr. Bierman does not believe <br />that any decision can be made based on the inadequate plans that were <br />submitted. r4r. Conway advised that the developer had been asked to sub- <br />mit more complete plans showing what type of fixutre was being installed - <br />along with a cut of that fixture; showing the Height of the poles; and <br />the area that each light is going to cover. Mr. Tschinkel stated that <br />he had been unable to get that information from C.E.I, but they adyised <br />that they knew what the requirements were and there would be no problem <br />with glare. He stated that they have problems in the rear lot now be= <br />cause it is so dark and he would like to have the lights installed as <br />soon as possible. Mr. Dubleko stated that the lights in the front that <br />shine onto the building frequently cause glare and that if the lights <br />are installed and are glaring over onto residential property, they would <br />be required to change them. Mr. Morgan agreed that these plans are not <br />sufficient. Mr. Tschinkel agreed to withdraw the proposal until he has <br />more complete plans. Mayor Petrigac advised the Commission that the <br />neighbor to the rear, Mrs. Lott, had intended to speak on this proposal, <br />but did not want to return to another meeting. The Mayor explained that <br />Buckeye Lanes had agreed to install and maintain a fence about 12 years <br />ago, and that this fence has been damaged and Mrs. Lott would like it <br />put back up. Mrs. Lott explained also that there had been a 50 foot <br />hedge between her front yard and their parking lot which died and was <br />removed; that hedge had kept the litter from the parking lot from blowing <br />into her yard. She stated that originally there was supposed to be a 40 <br />foot buffer strip between her property and the parking lot, but that was <br />eliminated because they needed more.parking. Mr. Tschinkel agreed to <br />re-install the fence, pointing out that this was why they needed more <br />lighting in the back. Mr. Morgan stated that when the developer comes <br />back, the Commission will take Mrs. Lott's concerns into consideration. <br />IV. NEW DEVELOPMENTS AND 3UBDIVISIONS: " <br />1) Carter Property Rezoning Proposal <br />The proposal is to rezone permanent parcel rio. 231-35-6; located on the <br />west side of Columbia Road, north of Lorain Road from the existing "B" <br />Residence, Single zone to Retail Business, General zone which it abuts. <br />The parcel does not conform to the Zoning Code for required frontage in <br />a Retail Business District. <br />Mr. Carter, the developer, explained that he would like this property <br />rezoned in order to install storm sewers, to use for parking, and to pro- <br />vide an access from his proposed shopping center to Columbia Road. Chairman <br />Morgan questioned why this proposal was before the Commission when the <br />
