BOARD OF ZONING APPEALS. .. APRTL 6, 1988 PAGE 7 <br />11. Aquasonic Auto Wash, 28800 Lorain Road <br />Request for variance (1123.12). Request variance to place car wash less <br />than 500 feet from a lot occupied by a school. Violat"ion of Ord. 87-93, <br />Section 1139.02-8. <br />Chairman Remmel called all interested parties before the Board. The oath was <br />administered to John Atwood, his son, Jay Atwood; neighbors, Mr. and Mrs. Elias, <br />Mrs. Whitbeck, Mr. Meyers, and Mr. and Mrs. Rademaker; and Councilwoman Bahas. <br />Chairman Remmel advised that he had received let.ters from the City of Euclid, <br />where there is an existing facilit_y, advising that this is a well run operation <br />and that they have had no problems with it. Board discussed the proximity to <br />the school (which abuts this property in the rear) and Mr. Conway nointed <br />out that the lot was within 500 feet of the school property, but the buildings <br />were much further apart. Mr. Atwood explained that tlie gas pumps were on the <br />Lorain Road frontage at the furthest point away from the school. Mr. Elias, <br />a neighbor, is questioning why this proposal needed 36 parking spaces since <br />it was a drive through operation and the neighbors would prefer more green <br />area. They have no other objection to the facility. Mr. Conway exnlained <br />that he had to consider the retail area as well as the cross over period <br />when shifts are changing when figuring the parking requirements. He explained <br />that a variance would be necessary in order to landbank parking spaces.and <br />also pointed out that the developer was only using about two thirds of his <br />lot. Mr. Grace believes that the Board could make a recommendation for <br />landbanking spaces to the Planning Commission. Mr. Atwood explained that in <br />Euclid, where they frequently have 40 to 42 employees on a shift, the_y have <br />18 parking spaces and they do not have a parking problem. Assistant Law <br />Director Dubelko advised that if the everyone is in agreement, neighbors, <br />the developer; and the Board, there should be no problem with granting a <br />variance for landbanking parking spaces and that could be made as a condition <br />of this variance so they would not have to return to this Board. After much <br />discussion, it was decided that it would be up to the Building Departmeiit, <br />the developer, and the Planning Commission as to the exact number of spaces <br />should-be landtianked. It was pointed out that many students will drive to <br />work, b ut Mr. Atwood could come back for additional parking, if necessary. <br />Mr. Gomersall does not believe that the developer should have to come back to <br />the Board to put in more parking. C. Remmel moved to grant the variance for <br />Aquasonic Auto Wash, 28800 Lorain Road, to place an automobile laundry less <br />than 500 feet from a lot occupied by a school, contingent upon landbanking <br />some of the required parking spaces as determined by the Building Commissioner, <br />the developer, and the Plarining Commission, seconded by R. Gomersall, and <br />unanimously approved. The neighbors were advised the pronosal would be <br />heard by the Planning Commission on April 12th as was stated in the notice <br />for this hearing. Variances granted. <br />12. Edward J. Swansegar, 6132 Wild Oak Dr. <br />Request for variance (1123.12). Request 5.67 foot rear yard variance for <br />patio enclosure. Violation of Ord. 87-93, Section 1135.08(a). <br />Chairman Remmel called all interested parties before the Board. The oath was <br />administered to Mr. Swanse.ger' who explained the exact variance was 5.67 feet. <br />The Board has no problem with the request. B. Grace moved to approve the 5.67 <br />foot rear yard variance for a patio enclosure for Mr. Edward J. Swansegar, <br />6132 [dild Oak Dr., secorided by R. Bugala, and unanimously approved. Variance <br />granted.
