Should the occupancy of either of these <br />buildings change in such a way as to provide a greater amount of traffic <br />generated than-the combined usage of.the current occupancies of these <br />buildings as supported by an independent traffic study using the most <br />current edition of the Transportation Engineering Traffic Generation <br />Report then the occupancy permit will be revoked and the new occupants <br />must return to this Commission for approval. This should address the <br />concern of two high vo'lume businesses occupying the property and signifi- <br />cantly increasing traffic and thus jeopardizing safety. The other con- <br />tingency of this motion is that the 7 parking spaces in the front, namely, <br />the three on the west side of the entrance drive and the four on the east <br />side of the entrance drive will be removed and landscaped in order to <br />allow a safer ingress to this property for the additional traffic. This <br />should alleviate our concern for vehicles backing out into those vehicles <br />trying to access the parcel. Finally, a certified copy of this motion <br />shall be delivered to the Law Director so it may be recorded and distrib- <br />uted, and this motion also includes all the recommendations of the Archi- <br />tectural Board of Review, seconded by M. Betts. The parking spaces which <br />are to be removed were pointed out to Mr. Valore who stated again that <br />these were the spaces that Bob Evans has advised that they would not <br />remove. Roll call on motion: Gorris, Betts, Bowen, Morgan, Traczyk, <br />and Thomas, yes. Mr. Bierman, no. Motion carried. <br />2) Carter Plaza North, 24910-24940 Lorain Road <br />Proposal to construct retail plaza (exist_ing building to be demolish.ed). <br />Tabled at the meeting of June 27, 1989. ° <br />Mr. Acciarri, architect, stated that a revised plan had been presented <br />which increased the landscaping on Lorain Road and that he had met with <br />the forester and they will be able to save all the trees previously dis- <br />cussed. They have also met with the City Engineer and are working with <br />Heron Testing regarding the perculation type retention system. City <br />forester Wendell stated that the revised plan addresses his concerns. <br />It was noted that there would be total of 17 parking spaces landbanked. <br />City Engineer Cesen stated that it has been determined that there is no <br />capacity in the Lorain Road storm sewer and alternative methods are being <br />investigated. Mr. Thomas clarified that there is no capacity in either <br />the Lorain or Columbia Road sewers. Mr. Cesen agreed and stated that <br />he is waiting to see what type of system they are planning, they could <br />use a perculation system or they could retain the water long enough for <br />the sewers to clear. Mr. Morgan does not believe that this would be <br />possible. Mr. Thomas is concerned that the Commission has been permitting <br />ingress into the sewer system without knowing that there is no capacity, <br />and if the Commission should address this with every new development on <br />Lorain Road. Mro Cesen responded that the Commission should address this, <br />but this is part of the Engineering Department review and he had not <br />approved any proposals where there was no capacity. Law Director Gareau <br />suggested that an engineering design standard should be set up by the <br />Engineering Department. Mr. Acciarri advised that they plan to retain <br />the water on the residential parcel and allow it to perculate into the <br />soil.
