PLANNING COMMISSION PIARCH 28, 1989 PAGE 3 <br />. they have located all the trees on the property and that there are only <br />4 of those suggested by the forester that they cannot save. Mr. Wendell, <br />the forester, is concerned that there will not be enough area in the north- <br />east corner for the trees to survive. After some discussion, it was <br />decided that the turning radius could be decreased in order to provide <br />more growth area for these trees. Since there were trees which could not <br />be saved, Mr. [dendell suggested that 9 more trees could be added (4 skyline <br />locusts and S red sunset maple). Regarding the traffic patterns, Mr. Cesen <br />agreed.with changing the Whitetho.rn- intersection and the proposed traffic <br />light, however, he is concerned that, since the traffic count was made on <br />an off peak day, there will be much more traffic than projected; and he <br />believes that it is possible that a light might be warranted on Dover <br />Center Road considering the additional traffic this development will be <br />adding. He suggested that a traffic count be taken at an existing store <br />or that the developers agree to take a survey after the facility is opened, <br />and also agree to install a traffic light on Dover Center Road if it is <br />necessary. Mr. Lepisto stated that a light was.not warranted at the <br />Dover Center Road entrance, however, they could moniter the situation after <br />the store is opened. Mr, Ricci pointed out that this business would not <br />overly effect the rush hours, their peak hours are evening and Saturdays. <br />In response to Mr. Thomas's questions, Mr. Nicholson stated that they would <br />commit to installing a light on Dover Center Road if necessary, but could <br />not agree to any widening of Dover Center Road at this time. Mr. Morgan <br />pointed out that a light at the Dover Center entrance might not be feasi- <br />ble because of its proximity to the light at Dover Center and Lorain and <br />• questioned if the Dover Center entrance should be eliminated. The Commis- <br />sion agreed that this would put all the traffic on Lorain and could cause <br />more problems. Mr. Cesen pointed out that a traffic study after the store <br />is opened would help the city to determine what should be done in the <br />future in this location. It was decided that the proposal should be <br />tabled and referred to the Board of Zoning Appeals for the variance. Mr. <br />Gorris stated that the Commission should recommend that the variance be <br />granted considering how the developer had worked with the city to save <br />trees and since there are 56 smaller spaces but if only 28 of these spaces <br />conformed there would still be more than enough spaces. Mrs. Mantel, a <br />resident of Whitethorn, stated that the residents are pleased that they <br />will be getting a traffic light and have no objection to the intersection <br />being changed because the way it is now, a car has to use both lanes just <br />to turn right. The developer will submit plans for the relocated Whitethorn <br />at the next meeting which will be after the Board of Zoning Appeals meeting. <br />B. Gorris moved to direct Toys "R" Us to the Board of Zoning Appeals <br />meeting of April 5th and ask them to request a variance on those fifty <br />six 9 by 17 foot parking spaces since it is the Lacq Department's sugges- <br />tion that a variance should be granted, and we would like to make a <br />recommendation to--the Board of Zoning Appeals.that they grant the variance <br />on those 56 foot spaces primarily because if that area was reduced to the <br />. 9 by 19 foot parking spaces as originally granted, they would still have <br />more than ample parking for the site and considering the efforts that tHe <br />developer has put forward in trying to save the various trees that we have <br />asked him to, we strongly suggest that they grant the.': variance and <br />concurrently with that we will table this proposal and ask the developer <br />to return to our next Planning Commission meeting with the completed <br />landscape plans to show the increased footage and decreased turning radius <br />in the northeast corner and also ask that they show where the 9additional <br />trees will be located, and also to show the proposed reloc.ation of Whitethorn <br />- Boulevard and the lining up of the same with their proposed driveway and
