Mr. Mellino <br />stated that they could find nothing in the ordinance requiring a cul-de-sac <br />but.suggested that they could square off the street. Mr. Thomas suggested <br />that they withdraw the proposal and consult further with the Engineering <br />Department as to what was the best way to use this property within the <br />ordinances. Mr. Gorris pointed out that the Commission really had nothing <br />to act upon since the proposal was in violation of the ordiances, Mr. Molino <br />agreed to withdraw the proposal. <br />2) Cleveland Electric Illuminating Company Assembly Plat. <br />Heard above under Building Department Requests. <br />1) Berard Development.Company Subdivision: Final Plat and Improvements <br />Cambridge Crossing Estates. <br />The proposal is to subdivide and create eighty-one (81) residential sub- <br />lots west of Bretton Ridge Subdivision between I-480 and the C.E.I. Easement, <br />and includes the extension of Bretton Ridge Drive, Wellington Drive and <br />Westminster Drive. Zoning is "A" Residence, Single. Preliminary plan for <br />the proposed subdivision was approved, with conditions and stipulations, : <br />by Planning Commission on June 4, 1988, and by Council on July 19, 1988. <br />Mr. R.. Durn, attorney, and Mr. Andreano, engineer, presented the plans and <br />explained that the previous conditions of approval were that a traffic <br />study was to be made to determine the feasibility of a traffic light at <br />the intersection of Stearns Road and the road that goes into the subdivi- <br />sion; and also that work would have to be deferred until the circulating <br />water main was installed. Mr. Durn presented the traffic study which was <br />prepared by Larry Griffith, Traffic Engineering Consultant, and;concluded: <br />"In conclusion, no traffic signal is needed or recommended for the inter- <br />section of Stearns Road and Dorchester Drive with the addition of 81 new <br />single family home building sites to Cambridge Crossings Estates Subdivision, <br />Only future development south of the intersection, not the subdivision <br />itself, will dictate when and where traffic signalization will be needed <br />in the area." Mr. Durn further advised that the Ohio Department of Trans- <br />portation has established certain warrants which must be met before they <br />will recommend a traffic signal and clarifed that the study did take into <br />account the additional 81 units which are to be added. Mr. Thomas ques- <br />tioned if the consultant had considered the traffic generated during the <br />construction period. Mr. Durn did not beleive that was considered. In <br />reference to the construction period, Mr. Andreano suggested that perhaps <br />a policeman could be used during peak construction hours. He presented <br />the final plat, explaining that it had been revised and conforms to code; <br />there will be underground retention and most of the sanitary and storm <br />sewers will flow into the drainage system of I-480 but a small amount will <br />go into Bretton Ridge Drive, each lot will have its own drainage; and all <br />utilities will be underground. In response to Mr. Bierman's questions, <br />Mr. Cesen clarified that the traffic study had designated this intersection <br />as a level "B" which is a high level of service for an intersection, if a <br />level falls below level "C", into "D" and "E" there is an effort to improve <br />it. In reference to the traffic count, Mr. Cesen believed that this <br />engineer apparently referred to the county's 12 hour count in order to <br />determine the peak hours of 4 p.m. to 6 p.m. during which the survey was <br />taken. Mr..Thomas advised that when this proposal was originally heard <br />it was determined that there was no way a second access could be_included.
