Betts moved that the <br />Pizzeria Uno's proposal at Great Northern Mall be approved as submitted, <br />seconded by B. Gorris, and unanimously approved. <br />3) Carter Plaza, North, 24910-24940 Lorain Road <br />Proposal to construct retail plaza (existing buildings to be demolished). <br />Heard by the Architectural Board of Review June 21, 1989. <br />Mr. Acciarri, architect, advised that they have discussed a third plan <br />for the storm sewer system with the City Engineer which will be an under- <br />ground system that will perculate the water into the soil. Since the City <br />Engineer was not at the meeting, Mr. Accarri advised that they are required <br />to have 1920 cubic feet of storage and will be providing 2,000 cubic feet. <br />It was clarified that, if this cannot be done, they would take the water <br />out to Lorain Road, not to Columbia. An assembly plat will be submitted <br />later, but Building Commissioner Conway explained that it would not be <br />necessary.to include the residential parcel in that plat even though the <br />retention system is located on it. A revised landscape plan reflecting the <br />suggestions of the Architectural Board of Review had been presented, and <br />includes one Bradford peartree in the front landscape area. Mr. Conway <br />stated that this tree is further back than suggested by Mr. Zergott, of the <br />Architectural Board; Mr. Bierman believes that more trees should be planted; <br />and Mr. Thomas would like more landscaping on the entire site. Mr. Acciarri <br />explained that the owner was concerned that more trees would block his signs. <br />Mr. Gorris stated that the Commission had requested that they landbank some <br />parking spaces in the front in order to include more landscaping, and all <br />the landbanked spaces shown are in the rear. Mr. Conway advised that 48 <br />parking spaces were required and 38 are shown with the balance being land- <br />banked, and that one handicapped space would be required. Mr. Arciarri <br />offered to landbank the two front spaces on either side of the landscaped <br />area in the front. In reference to eliminating one access on Lorain Road, <br />Mr. Arcciarri advised that the traffic circulation on the property, especially <br />the truck traffic, would not work with one drive. The forester'sreport had <br />suggested saving a maple tree in the rear which would require removing eight <br />parking spaces in the rear, and further advised that the grade could not be <br />changed in this area. After some discussion, it was decided that the proposal <br />would be tabled until the next meeting in order for Mr. Acciarri to meet <br />with Mr. Wendell, the forester, in order to attempt to save the tree, possi- <br />bly relocate some of the parking, and discuss the possiblilty of changing <br />the grade since it might be necessary to put in overhead doors in the rear <br />for one of the potential customers. Mr. Accarri was cautioned that there <br />would not be enough parking at this location to put in a bar or a restaurant. <br />Mr. Luther, who owns the adjacent business, was. given more information on <br />the retention system and also stated that he was concerned that more trees <br />in the front could block their sign. PZr. and Mrs. Herman, who own adjacent <br />residential property, advised that there were trees on their common property <br />line and that they had installed their fence inside those trees, but would <br />like them saved also. Mr. Acciarri stated that they were planning to put <br />up a board on board fence at that location and it might be possible to put <br />it on the outside of the trees. Mr. Luther mentioned a maple tree, a pine <br />and a mulberry tree all of which were on the property and these too will <br />be discussed with the forester. B.
