i ? \ • <br />? <br />PLANNING COMMISSION JULY 27, 1989 PAGE 2 <br />3) Metro Lexus Dealership9 on the north side of Lorain Road (28436). _ <br />Proposal to construct automobile dealership. <br />Heard by Architectural Board of Review July 19, 1989. <br />Mr. Thomas explai-n.ed that the Architectural Board had suggested several minor <br />changes to the landscape plan. Mr. Stoyanov staf.ed they agreed:with these suggestions. He further advised that the plans submitted to that Board <br />reflected the suggestions made by the Commission previously: the building <br />has.been moved back to and the landscape planter on Lorain Road has been <br />increased from 7 feet wide to 16 feet; 5 foot landscape planters have been <br />included on both side property lines; merchandise display pads have been <br />eliminated; 2 handicapped spaces have been designated; plans have been pre- <br />sented showing adjacent and opposite curb cuts; and that assembly plats have <br />been submitted to the City Engineer. At this point City Engineer Cesen <br />advised that he did have the assembly plats for the Commission's considera- <br />tion (not on agenda). A memo from D. Wendell, forester, recommended that <br />two Crimson King maple trees could be saved by deleting the first three <br />parking spaces and the northern most maple will have to be moved toward <br />Lorain Road into the area of the deleted parking spaces. Mr. Stoyanov <br />stated that he will be meeting with Mr. Wendell prior to the BZD meeting <br />and will clarify his suggestions. Mr. Thomas commented that the Architec- <br />tural Board of Review had not commented on the pole sign as requested. In <br />reference to the lights, Mr. Stoyanov advised that the tall pole lights in <br />the rear would be 30 feet or less. In response to the Commission's questions, <br />Mr. Conway advised that the lighting consultants for the city had advised, <br />in reference to another proposal, that a higher pole was better because the <br />lights could be directed down and shielded to prevent glare. Mr. Morgan <br />does not believe that this makes sense., Assistant Law Director Dubelko <br />clarified that the city had two nationally renowned lighting consultants who <br />were in agreement that a 30 foot high pole was preferable and would cause <br />fewer problems. No computer print out of the light disbursement has been <br />presented, but it was decided that this plan could be presented to the <br />Building Commissioner for his review prior to the BZD meeting. In refer- <br />ence to the discussion of the natural buffer in the Architectural Board of <br />Review minutes, Mr. Stoyanov advised that he has walked this area and he <br />could not see through from the rear yard of the abutting house. It was <br />pointed out that one home on the property will be torn down, but there is a <br />house on the adjacent property and Mr. Thomas would like them to pay <br />particular attention to the landscaping adjacent to that house. B. Gorris <br />moved to approve the Metro Lexus dealership on the north side of Lorain Road, <br />proposal to construct the automobile dealership, incorporating the suggestions <br />of the Architecturai Board of Review, and subject to the approval of the <br />forester as it relates to the conservation of the trees on the southeast <br />corner of the parcel and with the understanding that the computerized <br />lighting plan will be presented to the Building Commissioner for his review <br />prior to the BZD meeting, seconded by E. Traczyk, and unanimously approved. <br />In reference to the assembly plats submitted earlier in the meeting, Mr. Thomas <br />advised that these proposals do not appear on the agenda. City Engineer Cesen <br />explained that the owners have presented assembly plats for both the new <br />'(Metro Lexus) parcel and the old (Nissan) parcel, but they do not show the <br />retention system which is on the Nissan parcel, but will service the Lexus <br />parcel. The plats are entirely in order, and the retention system will be <br />incorporated into the plans. After some discussion, it was clarified that <br />these 2 plats would include all the parcels involved and r1r. Gorris verifed <br />that these plat's would be consolidating 5 lots into 2 parcels.
