<br />PLANNING COMMISSION APRIL 10, 1990 PAGE 4 <br />of the loading zenes which are blocking access to some of the parking <br />spaces, and that he did not take the storage buildings into account <br />when figuring the parking requirements because he received a letter from <br />the owner stating that these building are only to be used for storage. <br />The members are concerned that the occupancy of these detached buildings <br />could change and would prefer not to have out buildings. They believed <br />it was unusual to have out buildings in the newer developments. Mr. <br />Acciarri responded that there is a hardship here because the walls are <br />bearing walls and units cannot be combined. Mr. Thomas stated that they <br />created this hardship when they designed the building. Mr. Orlowski <br />questioned the height of the detached building and if it would be in a <br />direct line with the residences on Barton Road. Mr. Arrciarri advised <br />that since .the grade drops down the floor would be 5 feet below the floor <br />of the retail plaza and the grade on Barton Road is.even lowero The <br />members are concerned that the property is being over developed pointing <br />out that the relocated garage, the storage buildings, and the dumpsters <br />are located adjacent to residential rear yards. Mr. Thomas believed that <br />more buffering,.such as board on board fence, moundings, etc., should be <br />included. Mr. Acciarri requested that he be allowed to continue on to <br />the Architectural Board with the plaza building and come back later with <br />revised plans for the out buildings. Mr. Gorris pointed out that the <br />loading zones are in conflict with the parking spaces, some of the parking <br />spaces are riduculously removed from the building, and the out buildings <br />will cause a policing problem. He,would also like to see the minutes of <br />the previous Planning Commission meetings on this development. Mr. Bowen <br />suggested that they could moved the out buildings closer to the plaza or <br />make the plaza building deeper. Mr. Thomas stated that there would be <br />many mature trees removed and he would like this plan referred to the <br />forester before the next meeting. Adjacent neighbors; K. Walsh, L. Wear; <br />and P. Herrington, had many complaints: burning of trash on the rear of <br />the property trash and debris (including an old car) on the property; <br />juveniles cutting through their property to get to this prcperty where <br />they party, skat.e board, etc.,• after the stores are closed; are concerned <br />about drainage since their property is lower; automobile lights shine <br />into their homes at present. They read a letter from the.adjacent neigh- <br />bor, Mr. Flicker, who mentioned the same problems, a lack of security on = <br />the property and thatliis.fence was being destroyed. The neighbors would <br />like the same type of fence that Nightfall Nightclub has, pointing out <br />that the parking lot is higher than their property and that the trees that <br />are on this property did give them some buffer. They maintain that they <br />did try talking to the owners about the problems,.but it has done no good. <br />Mr. Thomas stated that the proposal would be tabled until the next meeting <br />and that additional buffering will be required. He request that the neigh- <br />bors attend that meeting also. J. Thomas moved to table the Barlow Plaza <br />development until the next Planning Commission meeting contingent upon- <br />the revision of the plans to be provided to the Planning Commission; to <br />request that the forester review the site; and to ask that the clerk <br />provide the minutes of the previous meetings, seconded by G. Gorris, and <br />unanimously approved. <br />6) St Richards Catholic Church, 26855 Lorain Road <br />Proposal to construct link building. <br />The Reverend Father,Lenahan and Mr. Kally, architect, presented the plans <br />for the.small building which will be a walkway between the two school <br />. ra,,
