time. At present, there are about 12 part time children in the pre-school <br />and 6 fu11 time students and they have a capacity of 31 children. The pavilion <br />is to be used for a sLmuner camp for up to 25 children from 6 to 9 years old <br />and is an entirely different program from the pre-school which is held in the <br />house. He clarified that at the most they will only have 12 students at one <br />time in the existing program and hopefully 25 in the proposed program. Mr. <br />Sanker advised that the Building Department enforces the State Codes which <br />regulates these facilities. Mr. Thomas questioned if they had a master plan <br />for the entire property. Mr. Smith advised that they were planning no more <br />buildings, but would be installing a playground in the north west corner this <br />summer. There is fencing along the western side and this wood fence will <br />eventually be continuing along the this line, but since they are in the <br />process of leasing another acre for nature trails they will continue the fence <br />later. This will give them a total of 5-3/4 acres. There will be no regular <br />evening use of the pavilion, possibly a evening party once in a while. They <br />will be hiring 4 additional employees and at present they have 2- 1/2 <br />employees and some part time therapists. Mr. Gorris is concerned about the <br />traffic and parking in a residential area. Mr. Smith advised that the parking <br />area will hold 7 cars, but they can double park 12 cars if necessary. They <br />are also planning to install a small illuminated yard sign in front <br />identifying the building as a special Horizons Early Intervention Center. The <br />Commi.ssion would like to review the sign prior to its installation. In <br />reference to this being a permitted use, Mr. Dubelko advised that a school is <br />a permitted use in a residential district and stated that there is probably a <br />lease agreement between the City and Horizons. Mr. Gorris pointed out this is <br />a business in a residential district, but agreed that the pavilion was set <br />back and the property was bounded partially by the bike trail and had not <br />seemed to create any traffic problems. J. Thomas moved to refer the proposed <br />development for Horizons Activities Center on Butternut Ridge Road to the <br />Architectural Review Board, to the Safety Department for their comments, to <br />the Law Department for review of the lease and request that Mr. Dubelko <br />summarize the limitations of the lease as far as development is concerned and <br />also research whether or not this is a permitted use in a residential area; <br />that we receive an indication of the sign, its dimensions and design, at the <br />next meeting; also to refer this to the forester in order to review the trees <br />and give an overall evaluation considering dead or diseased trees in the area <br />of the pavilion and nature trails; and request that they submit an overall <br />plan of the area including the playground and nature trails as well as a plan <br />showing the defined parking area so it can be reviewed by the Building <br />Comnissioner, seconded by B. Gorris, and unanimously approved. <br />IV. NE4d DEVELOPMENTS AND SUBDIVISIONS <br />1) Sunset Memorial Park Association Lot Splita <br />The proposal is to subdivide permanent parcel No. 236-24-16, located on the <br />east side of original Columbia Road north of Sunset Memorial Cemetery, into <br />two (2) parcels. Zoning is "A" Residence, Single, entirely. Proposed parcel <br />no. 2 does not conform to the Zoning code requirement for frontage. <br />Variance granted by Board of Zoning Appeals on December 5, 1990. <br />Mr. Giesser, attorney, and r1r. Ziegnan, both representing Sunset Memorial <br />presented the plans and explained that are subdividing one lot and maintaining <br />a driveway from Colunbia Road to the back of their adjacent property.
