Building Cammissioner Conway advised that this owner had been cited <br />by the Building Department for several violations including the condition of <br />the striping on the property. They, too, had been informed that this was the <br />responsibility of Krogers, and the citation has been re-directed to them. <br />He advised that this proposal is being sent to the Board of Zoning Appeals for <br />the width of the driveways, the setback of the canopy, and the size of the <br />sign. Mr. Coburn explained that they would agree to re-stripe the portion of <br />the Kroger lot adjacent to their station, but doubted that thEy would be able <br />to stripe the entire lot. He further advised that they needed the wider <br />drives to accomnodate their tankers since he doubted that they would be <br />allowed to drive these trucks across the adjacent parking lot. Mr. Betts <br />pointed out that he had frequently seen drivers enter this exit only drive and <br />and also questioned if there should not be a parking space shown in front of <br />the building, since cars frequently park there. Mr. Conway had previously <br />presented a parking plan presented when Chuck E. Cheese went :L-1 to the <br />adjacent shopping center.. It would appear that there is a discrepancy between <br />that plan and what is existing. Chairman Gorris questioned how many spaces <br />would be required on the Kroger parcel since.if the 13 spaces on the adjacent <br />parcel (shown on the Chuck E. Cheese plan) could be removed, it would improve <br />the traffic flow. Mr. Conway stated that tY:ere were 205 spaces shown, and <br />estimated that only 180 spaces would be needed. Mr. Orlowski suggested that <br />one more space between these spaces and the striped triangiil.ar area also be <br />renoved. It was noted that the Architectural Board had merely suggested that <br />the trash enclosure be stained gray to match the building. Members discussed <br />installing some type of curbing to prohibit cars from entering the exit only <br />drive, but it was decided that this could cause safety problems, not only on <br />the property, but on Lorain Road. Mr. Moore, a representative of_Shell, noted <br />that the exit only sign was illuminated and orfered to raise it; he asked if <br />an enlarged sign would take away from the signage that they are allowed. He <br />was advised that if the sign were less than 4 square feet it would not be <br />counted. L. Orlowski moved to approve the Shell Oil Company. 23385 Lorain Road <br />proposal to construct food mart and new canopy on existing gas station site <br />with the recomnendation to the Board of Zoning Appeals that the variance for <br />the canopy and driveways be granted since there is a hardship, but that the <br />signs should conform to the ordinance; with the stipulation that the <br />efficiency of the exit only signage be improved (sign enlarged and/or raised) <br />along with arrows painted on the pavement to indicate traffic flow and that <br />this signage a.r_d traffic flow be presented to the B.Z.D. Committee of Council <br />for their approval,• that the 13 parking spaces on the adjacent parcel (behind <br />the food mart) not only be eliminated, but striped out to indicate "no <br />parking" as well as one space between these spaces and the triangular striped <br />area; that this approval also includes the stipulations of the Architectural <br />Board of Review. Finally, we would like to note that this developer is fully <br />aware of the proposed widening of Clague Road which could render this parcel <br />useless, seeonded by M. Betts, and tmanimously approved. <br />2) Great Northern Shopping Center Plaza North, Lorain and Brookpark Road <br />Renovation to canopy. <br />Mr. Papandreas, representing Biskind Development Company, explained that this <br />proposal is the completion of the renovation program to Plaza North which had <br />previously been presented to the Commission: the site improverients, <br />standardized store fronts, and signage plan.
