<br />2) Brooklor Center, 26075 Lorain Road <br />Proposal to construct building and renovation to existing shopping center. <br />Heard by Architectural Board of Review April 17, 1991. <br />Mr. Stark, owner, and Mr. Kline, architect, presented revised plans which <br />reflect the suggestions of both the Commission and the Architectural Board: <br />the colors have been changed, the metal grid is now a deep burgundy and the <br />canopies will be a British racing green; the piers and entrance structures <br />have been re-aligned to be more synunetrical; the canopies ha.ve been extended <br />further; some landscaping material has been changed as suggested; a existing <br />dumpster behind the building adjacent to the Home Centers building will be <br />screened with a metal screen (this area will also be screened by pine trees <br />proposed in the right of way). In reference to the garage doors, the proposed <br />tenant will be using 2 of them and there wi11 be 2 doors to the loading dock, <br />the 4 doors will be eliminated. There will be no overnight storage of trailers <br />on the property. Handicapped spaces are shown on the plan. They have hired a <br />traffic consultant, Mr. Overmeyer, who will do the traffic impact analysis for <br />the drive on Brookpark Road in conjunction with L. Griffith, the city's <br />traffic engineer. The width of the drives and the width of the lanes have been <br />changed as a result of their discussions and stop sign addedo He further added <br />that the granting in 1985 of their access was not based on the consideration <br />of Bill Jacknan's 1974 letter and, at a later date, when Great Northern <br />Shopping Center suggested the relocation of the May Company drive to align <br />with the Recreation Center Drive in order to create a new street, they chose <br />not to consider this. He further stated that the Architectural Board had <br />suggested tha.t the poles on the sign be changed to brick piers. Mr. Kline <br />explained how the Architectural Board had suggested that the entrance fascias <br />be re-aligned and the canopies extended in order to have a more symmetrical <br />and contiguous look. Mr. Stark stated that the Architectural Board was pleased <br />with the project. Mr. Orlowski read the Safety Department's comments. The <br />Fire Chief stated that "Eliminating driveways and revising parking lot may <br />create problems in the area"s water supply for fire fighting and access for <br />fire apparatus. Requirements for water supply (N.O. Ord. 1701.13 F-409.1) and <br />apparatus (N.O. Ord. 1721) must be met." Captain Scott of the Police <br />Department stated "I have mixed emotions regarding this plan. In one aspect <br />the new plans will ease the burden of Lorain Road exiting (drives). However, <br />there will in all probability be a problem with traffic using this parking lot <br />for a cut through to Lorain from Mall/or Brookpark Road. I don't see where the <br />egress to Brookpark Rd. would he a problem as the light is in place and to the <br />reference of speed on Brookpark (40 MPH), I don't feel are frequently ignored. <br />The developers will meet with the representatives of the Police and Fire <br />Departments to discuss these issues. Mr. Bowen suggested that perhaps some <br />internal stop signs would discourage drivers cutting through or at least slow <br />down the traffic. Mr. Stark pointed out that there were two traffic activated <br />signals at each drive which will control traffic and that drivers would ha.ve <br />to go around the landscaping buffer in order to cut through. They have not <br />contacted O.D.O.T. regarding the plantings in the right of way, but Mr. Stark <br />does not think they will object. Mr. Skoulis is concerned that the trees and <br />sign might obscure vision. They will have the traffic engineer address this, <br />but he believes that both will still allow an assured clear distance. Mr. <br />Overmeyer stated that this intersection did exist and that the 30 foot <br />required clear space is provided. He further suggested that since the light on <br />Brookpark Road is traffic actuated, it could be left on all night. This too <br />can be discussed with the Safety Department.
