0 <br />June, and ha,s no problem with the Commission setting a deadlinem In response <br />to Mr. Skoulis questions, Mr. McKee advised that the fence could be put up <br />while the other construction is going on; it would take approximately 4 to 5 <br />weeks to get the fence; and 1 week to install it. Mr. Orlowski questioned if <br />they are going to leave the existing glazed brick in the front of the former <br />Chinese Palace unit. Mr. McKee stated that they will be repainting it, and <br />everything is going to match. J. Thomas moved that the Commission approve the <br />Office Warehouse storefront renovation including the addition of the 6 foot <br />board on board fence, as well as the landscaping and including the issues that <br />were brought up by the Board of Zoning Appeals that they required in order to <br />grant the variance and that we require the developer to refer any additional <br />landscaping to a member of the Architectural Review Board, preferably Mr. <br />Zergott, by the time the development is before the B.Z.D. Committee of <br />Council. (It was noted tha,t the Building Comnissioner had not been positive <br />that the chairwomen would hear this proposal, it would depend on the amount of <br />the changes made to the original proposal.) Mr. Mongello pointed out that all <br />of this ties together. He has tried to contact Mrs. Saringer, but he is not <br />sure she will hear it. He questioned if the Commission could make two separate <br />motions, one for the truck dock, the front of Office Warehouse and the fence <br />and the second for the balance of the former Chinese Palace and the Revco <br />units. Mre Thomas does not believe that it would take that much extra time to <br />hear the whole thing, and does not believe that Mrs. Saringer would want to <br />look at two separate issues. Mr. Thomas continued with his motion:e..also that <br />the developer has made a promise that the board on board fence will be <br />constructed as soon as the materials arrive and that a stipulation be made <br />that in case of an unforeseen problem with delivery, shipment, or an act of <br />God, we would require that should the materials be available the fence be <br />installed by August lst, seconded by M. Betts. Mr. Gorris clarified that this <br />would not be a complete fence since there is a portion of a wall. Mr. McKee <br />pointed out that a small section would be new chain link (approximately 40 <br />feet on the southern part), then board on board to the wa.ll and board on board <br />beyond the wall. Mr. Gorris marked this on the plans which will be stamped. <br />The motion was approved tmanimously. <br />2) Hot `n Now Hamburgers, property located between Jiffy Lube and U Store It. <br />Proposal to construct drive through restaurant. <br />Chairman Gorris pointed out that the agenda is not correct in that the name of <br />Jiffy Lube has been changed. Mr. Vannelli and Mr. Beck, representing the <br />developers, explained this is a national franchise (owned by Pepsi Cola) and <br />there will be 10 stores located on the west side of Cleveland, the North <br />Olmsted store will be the first. This is a twin drive through restaurant and <br />the building is stucco with a standing seam roof. In response to Mr. Thomas's <br />questions, he advised that he did not have the figures on the daily traffic <br />count but would get them. He explained that there would be one lane into the <br />property and two out. Mr. Betts pointed out that at one of the drive through <br />windows a driver would have to reach across the passenger seat to pay for and <br />receive his food. There is no seating in the building. The parking spaces are <br />for employees, but Mr. Thomas believed that customers will eat in the parking <br />lot. Mr. Vannelli stated that statically they do not. There have been <br />marketing studies done, but Mr. Vanelli does not have all the figures. Mr. <br />Orlowski would like some statistics on how many people actually go to the pick <br />up window on the passenger side versus the driver's side window. It was <br />clarified that customers would place their orders at the speaker board and <br />3
