--- ? ? <br />would be typical of a sunny day when there would be a lot`'of golf activity); <br />secondly, his department will be checking the traffic study against the Trip <br />Generation Manual which is more current than the Traffic Engineer`s Handbook used <br />in this study. There were some items mentioned in Mr. Bohlmann`s letter that were <br />not addressed, such as the level of service or comments about the adequacy of the <br />existing pavement. He would like to lmow the day and time that the water flow <br />test was done, because thi.s would have a bearing on the results. They need some <br />current flow data on the existing 36 inch sanitary sewer, since there are no <br />records on this in the City, and they are questioning how this development would <br />impact the line upstream and downstream. Mre Bender will work with the <br />Engineering Department to address a11 of their concerns. In reference to <br />increasing the square footage of the Vista Homes and adding two means of ingress <br />and egress in each unit, Mr. Bower advised that this is being studied at this <br />time, but it has been difficult, the units were oversized and the staircases were <br />not well placed. They have also looked into triplex town homes (three units side <br />by side with banked garages). There was not much variety between these homes, and <br />the density was decreased to 114 homes as opposed to 156 homes. He requested that <br />their proposal be tabled until the next meeting until th.ey can return with <br />finalized plans. He expressed the hope that, if they cannot come up with a plan <br />under the criteria established, that the Commission would use the discretion that <br />is given to them in the code. He maintained that this is a singularly tmique <br />community, especially considering that the golf course will be preserved, and the <br />tax base will be improved without the need for additional schools. He stated <br />that, although this is-not a threat, if they cannot build this community, they <br />will be returning with a single family home development which will use all the <br />golf course land. He clarified that they explored a second concept for three <br />connected, two story units with a banlc of 6 garages on one side, as opposed to a <br />row of town houses with drives to each of them, but because of the density they <br />have abandoned that idea and are looki.ng into other concepts. He further advised <br />that if the proposal is approved, they plan to start the sewer work over the <br />winter. Mrs. Jira, a resident of North Olmsted who had previously asked the <br />Commission to consider cluster housing for residents who wish to remain in the <br />City, requested that the Commission compromise on this proposal since, if it is <br />not approved, another such development might not be built for several years. Mr. <br />Morgan stated that this is a unique development, he was not in favor of using <br />this property for single family homes, and he would like to keep the proposal <br />moving, to continue dialogues with.with the Engineering Department,_ Safety <br />Depar.tment, etc., while the developer is looking into adding square footage. <br />Councilman McKay agreed that this is a unique development but he would encourage <br />it be kept within the code since other similar proposals will follow, and this <br />will set a precedent. He maintained that if the code is violated, there may be a <br />possibility of ha.ving a development that no one would want in the future. Mr. <br />Gorris re-capped what had gone before for Mrs. Jira. She agreed with Mr. McKay <br />that this should not be reviewed haphazardly, but expressed the hope that there <br />could be some kind of compromise. Mr. Gorris pointed aut that Under the code they <br />would be allowed 6 units per acre, but because of the golf course, this entire <br />proposal has less than 4 units per acre, this is why the Commission is not asking <br />for the full 4,500 square feet in the triplex buildings. He further advised that <br />the Commission is given more flexibility in this code than in the others, and the <br />members are aware that they are going to be setting precedents. Mr. Gorris then <br />moved to table this proposal and to charge the Engineering Department of this <br />City to review this proposal as it now stands, because there are certain things <br />that are not going to change whether there are 150 Vista Homes, or 130 Vista <br />Homes, or X number of Vista Homes, there are things that can be worked on <br />3
