was concerned about the yellow glowo Building Commissioner Conway questioned <br />why the association would maintain lights, when these are privately owned <br />single family residences. Mr. Bower stated that this was done at the request <br />of the Architectural Boarda Mr. Gallagher clarified that he was not concerned <br />with the garage lighting, but the street lighting should be on photoelectric <br />cells in case this project ever come back to be City run, then the City would <br />have to maintain those light posts and there would have to be ample light for <br />snow plowing, safety, etc. Mr. Conway explained that he had problems with <br />lights from the standpoint that some people complain of too much light and <br />others complain there is not enough. He suggested that the board make this a <br />part of the motion and so this issue could taken to Council. In reference to <br />the transformers, Mr. Gallagher questioned if the transformers could be placed <br />in the rear of the property. Mr. Bower stated that typically these are next to <br />the street and the underground layout. Normally they landscape around them so <br />that they are lmobtrusive. Mr. Gallagher agreed as long as they blend in. In <br />reference to the garage lights, Mr. Bower stated that he does prefer to have <br />the street lights on a photoelectric cell, but believed that those on the <br />individual homes should be left up to the home owner. However, if they went to <br />a system of the home owner controlling the garage light there would ha,ve to be <br />3 lights, one for each two garages (each home has two garages). Mr. Gallagher <br />stated that these lights cannot shine into another persons home, and also <br />pointed out that this would be a yellowish light; he actually would prefer one <br />metal halide light which is a white light or the new white high pressure <br />sodium. Mr. Sohn agreed that the white light would be better. Mr. Conway <br />stated that he is concerned with the safety issue, other than that it could be <br />up to the developer. Mrs. Case stated that she likes the green and white <br />concept on the buildings, but questioned why, with this color scheme, they <br />would have a yellowish light on a black pole. Mr. Bower agreed to the green <br />poles. Mr. Conway pointed out that there might be a glare from the light on <br />the cul-de-sac that is adjacent to the existing residential area and it might <br />need to be shielded. Mr. Sohn suggested that the landscaping be increased on <br />the mound adjacent to this cul-de-sac. Mr. Gideon, one of the residents of <br />that area, was present and had a copy of the landscaping plan (residents have <br />been working with Mr. Bower). Mr. Zergott asked if they would be re-locating <br />any of the larger shade trees. Mr. Bower stated that they would be, but not <br />specifically to that area. He understood that Mr. Gideon was more interested <br />in a thick growth such as evergreens or pines. Mr. Zergott complemented them <br />on the landscaping plan and stated that they had chosen first class material. <br />In reference to the buffer, Mr. Gideon stated that the original plans showed <br />white pine and blue spruce, and he preferred the Austrian pine and Norway <br />spruce. Mr. Zergott agreed they these both are faster growing and more dense <br />and agreed that should be changed. He also suggested that this mound be <br />irrigated since evergreens are affected by drought, and if any irrigation is <br />to be installed on the project, he suggests that they consider it there, but <br />this is not a requirement. Mr. Bower advised that they might be able to <br />incorporate that when the irrigate the golf holes. Mr. Gideon again asked if <br />the landscaping would be dense enough to bu.ffer the adjacent residences, and ` <br />wondered if the 4 tulip trees planted side by side on the mound would be much <br />help. Mro Gideon questioned if this area is to be mowable or na.tural with <br />mulch and also if Mr. Bower would agree to a gentleman's agreement that, if <br />this landscaping not dense enough, he would allow the residents to plant some <br />more tasteful trees, such as birch. Mr. Zergott stated that they are supplying <br />a number of evergreens and they are to be planted 15 foot on centers and are <br />staggered, and it appears to be adequate, but if he wanted to plant a <br />2
