j <br />2) Plain Dealer Publishing Company, Sublot 2, North Olmsted Industrial Park <br />Proposal to construct distribution center. <br />Referred by Planning Commission July 28, 1992. <br />Mr. Vlasak, builder, presented a co3ored elevation and samples of the Svec <br />split face block. He explained that upper portion of the building will be a <br />chocolate brown and will slightly overhang the lower portion of the building <br />which will be tan. The window frames will be mill finished alimiirnun with rowlock <br />window sills and a soldier's course above the windows in the chocolate cdlor. <br />The metal fascia across the top will be bronze or brown to match the chocolate. <br />Mr. Adler, the developer, presented a picture of a similar facility where in the <br />Plain Dealer is a tenant. There are about 18 of these buildings around the area, <br />however the developer does not have a financial interest in them and most of <br />them are multi-tenant buildings. Mr. Sohn questioned why the soldier course over <br />one of the windows was lower than the others. Mr. Vlasak explained that this is <br />over an automatic door which is actually inside the building, but he could put <br />the soldier course at the same height. In reference to the landscape plan, Mr. <br />Vlasak explained that this area was so heavily wooded, the building would not be <br />visible from the street and they have consulted with the forester to determine <br />what trees could be saved. Mr. Zergott requested that they present a working <br />plan for the landscaping with more than just one or two spruce trees on the <br />property, and made several suggestions: instail some burning bush or taxus; <br />replace the euomymus with juniper or taxu.s since the euomymus does get scale; <br />the crab apples, that are shown adjacent to the driveway, should be on a mound <br />with some other plantings. Mr. Vlasek explained that they prefer not to install <br />mounds where there are trees until after the land is cleared and the brush <br />removed since the mounding could kill the trees. After the brush is cleared and <br />the building is staked out they intend to work with the forester and at that <br />time they could work up a plan showing the existing trees and what .`is to.. be;: <br />saved. They were advised that the forester makes decisions pertaining to the <br />trees, but the landscape plan must be approved by this Board. Mr. Ad1er stated <br />that they would cooperate with the Board, and it is to their advantage to keep <br />as many trees as possible. Mro Zergott explained that before the landscaping is <br />planted the plan must be presented to the Board. Mr. Conway believed that this <br />plan should be presented before a building permit is issued, but Planning <br />Conunission could approve with the stipulation that a landscape plan could be <br />submitted at a later.date. It was clarified that a.plan could be presented later <br />and the Board could make suggestions while the building was under construction, <br />but the landscape plan presented is not acceptable as it is. Mr. Zergott <br />explained that installing 6 sprttces on ane side and 3 trees on another is not <br />sufficient, again suggesti.ng shrubbery, bt,rninv bush, taxus, juniper, along with <br />lower plantings as well as some plantings in front of the building. Mr. Adler <br />woiil.d like these recommendations in letter form and Mr. Vlasek agreed that they <br />would submit a plan showing these suggestions. Mr: Gallagher suggested that this <br />plan be submitted by the time the foundations are installed. Mr. Adler asked if <br />they would give consideration to the trees that will be left which might negate <br />some of the things that were suggested. It was clarified tha.t the doors and <br />windows would be mill finished altunirnun. There will be one air conditioning imi.t <br />on the roof behind a parapet, Mr. Sohn stated that this is merely curbing and <br />the tmit may be seen. Mr. Vlasek stated that they would add.a screen, but <br />neither the building or the unit would be seen..,.There will be no signs and the <br />only lights will be white high pressure sodium-'on the building to light up_the <br />automatic door and also a larger light in the back area. There will probably be <br />no trash container since the delivery trucks will pick`iip most of the trash. If <br />one is needed for the office trash, it will be up against the loading dock.
