, • <br />that Christ The King awns the land to Cook Road, and Hennie Homes has an easement <br />to Cook Road, but this was not planned until later in the phase development. He <br />also clarified that they were not planning to develop these proposed homes on the <br />three single family lots facing Barton Road. In response to Mr. Tallon's <br />questions, he advised that there would be fee awnership of the imits and some <br />property immediately around the unit (shown on the site plan in light green) and <br />the dark green areas would be association property. Mr. Orlowski questioned Mr. <br />Grendell about the mandatory membership in the home owners 'association. Mr. <br />Grendell stated that membership would be mandatory with provision for lien for <br />non-payment of _association dues or fees. The exact ratio of attached units to <br />detached units will depend on the market demands. The base price of the detached <br />unit will be approximately 125,000.00 but there are extra options which would <br />increase the price. Mr. Tallon mentioned the large number of cul-de-sacs and <br />advised that these are the most costly for the City to maintain and plow. Mr. <br />Grendell responded that they must work with the existing road which was installed <br />by the State of Ohio, but they would look at that situation. In response to <br />various questions, Mr. Grendell advised: most of the improvements are at least <br />partially installed; the cul-de-sac streets will be 25 feet wide; the home owners <br />would be expected to maintain the light green areas shown around the dwellings <br />on the site plan; the association will maintain the dark green areas; the streets <br />will be dedicated to the City; the electric and telephone lines will be <br />underground; and, in response to Mr. Orlowski's question, they will look at <br />rearranging the plan so that the driveways will not be across from one another. <br />He advised Mr. Dubelko that they did intend to split off individual lots thus <br />creating fee ownership of parcels. Mr. Dubelko advised that, under those <br />circumstances, a subdivision plat should be submitted next showing all lots <br />fronting on public streets, and then the detailed development plans. Mr. Wilkens, <br />an adjacent neighbor on Barton Road, stated that he liked this proposal and asked <br />if, according to the traffic figures presented, a traffic light would be <br />required. Mr. Grendell read Mr. Hill's recommendations for a left turn lane and a <br />splayed right turn lane to and from the site. In response to other questions, he <br />advised that the development sign would be placed inside their property, not an <br />Barton Road, and tha.t lighting and landscaping will be addressed with the final <br />plans. Mr. Morgan liked the concept but requested that the City Engineer review <br />the traffic figures and also that the developers look at the alternate access. <br />Sinee the members agreed there were still issues to be studied, they discussed <br />tabling the proposal. Mr. Grendell stated tha.t if this tabled until the Ma.rch <br />meeting, the 60 days that are allowed for the Commission to approve a proposal <br />would be over, and the proposal wottld be approved automatiCally. Mr. Dubelko <br />agreed that the Conunission is allowed 60 days from the date the proposal was <br />referred by Council. Mr. Grendell pointed out that under Section 1149.08 traffic, <br />parking etc., should be addressed t,mder the detailed plans, this is merely a <br />preliminary land use plan. Mr. Dubelko stated that the preliminary plan must also <br />deal with public streets. Mr.. Grendell suggested that they would not be adverse <br />to approval conditioned on the access onto Cook Road and that they have that <br />access, but because it goes through the Olmsted Township this would not be in the <br />jurisdiction of North Olmsted. Mr.. Molnar, representing Christ The King, advised <br />that they had granted an easement through their property in Olmsted Falls for <br />access onto Cook Road in case of fire or blockage on the main road. The members <br />decided that since these are merely preliminary plans, approval could be given in <br />order to forward to Council. T. Morgan moved that the Hennie Homes preliminary <br />land use plan for property bounded by Baxton Road and I-480, as referred to the <br />Commission by Council on January 7th, be approved with two accesses, the second <br />access being an easement to Cook Road through Olmsted Township.
