r <br />landscaping is planned, but the existing will be upgradede Since there is enough <br />paved area in the rear to add parking, it was suggested that some of the front <br />parking be removed in order to install a conforming 20 foot landscape buffer. <br />There is"a building.in the rear paved area which is used as an office. A variance <br />will still be required for the side 10 foot buffers since the lot would be too <br />narrow to include them. Mr. Ingrassia presented a copy of the assembly plat which <br />will be reviewed at the next meeting and explained the location of the two lots. <br />A. Skoulis moved to refer the proposal to construct an addition to Szarka.'s <br />Restaurant at 29691 Lorain Road to the Architectural Review Board and the Safety <br />Department for theix input with the recommendation that the plans reviewed by the <br />Architectural Board include the additional landscaping in the front to comply <br />with the ordinances that exist today and even though there is no proposal for the <br />office building in the rear, the Commission would like the A.R.B. to review the <br />overall proposal as far as to the aesthetics of the buildings blending together <br />without having a major renovation to the rear, but there might be some small <br />things that could be done to make both building aesthetically more pleasing since <br />both lots are being combined. Also the handicapped spaces should be noted on the <br />plan, seconded by J. Thomas, and unanimously approved. During the motion Chairman <br />Gorris clarified for the contractor that he should present pictures of the way <br />the office building looks now and perhaps the A.R.B. could suggest some minor <br />changes to tie in the two buildings. Mr. Thomas stated that if the existing <br />signage is to be changed, that should be presented to the Architectural Board. <br />Mr. Gorris requested that the assembly plat be presented when the building <br />proposal returns to the Commission. It was clarified that a variance would be <br />needed for the landscaping on the sides. <br />1) Dr. Jung Holistic Medical Offices, 25566 Lorain Road. (Heard at this point.) <br />Proposal to construct office building to reax of existing building (existing <br />building will be demolished). <br />Mr. Porter, architect, presented plans and explained that Dr. Jung planned to <br />build a new building and demolish the existing. He presented photographs of the <br />existing adjacent properties, a car wash to the east and a residential home to <br />the west. The new building will be to the rear of the car wash and much further <br />back from the residence. He stated that in order to build an attractive building <br />in the proper proportions several variances would be needed; a 7 foot variance <br />along the drive and adjacent to the residential property (only for a short <br />distance along the side property line); a 3 foot variance between the building <br />and the ca.r wash fence and a 13. foot variance from the parking area from vacant <br />residential property. These variances are being requested from the Board of <br />Zoning Appeals and will be heaxd on August Sth. If the required side yards are <br />installed, the building would become long and narrow. There will be parking both <br />in the front and the rear. Since Dr. Jung's building will be the same materials <br />and colors as N1r. Porter's building, Mr. Porter presented pictures of it. In <br />response to Mr. Thomas's questions, he advised that there would be an average of <br />about 140 feet from the rear of the proposed building to the general retail <br />zoning line. He explained that since the lot is so narrow, extending the parking <br />back further would not eliminate the side yaxd probiem. There is also a ditch on <br />the rear of the property. Mr. Thomas.is not pleased with the lack of landscaping, <br />and the rnunber of parking spaces that are at the entrance. Mr. Porter advised <br />that there is a letter on file advising that they will elimina.te these spaces and <br />install the landscaping as required. All the details for the retention system are <br />not worked out, however it will conform to the ordinance. Mr. Gorris asked if the <br />building could be constructed on the east property line thus eliminating the <br />vaxiance an the west. Mr. Porter had no objection to doing that since there would <br />be no windows on the lower level of that side, but he would have to get approval <br />3
