It was clarified that there is one story in the front and, because <br />the property slopes down, a lower-story can be entered from grade in the rear. <br />Building Commission Conway stated that 34 parking spaces were required, and 41 <br />are shown, so the front spaces could be eliminated without adding more. 14r. <br />Porter explained that because a portion of the building was to be leased, they <br />did need a center corridor, and if the building were made narrower and longer, it <br />jvould not be in proportion. Mr. Passant, who owns the car wash next door, asked <br />several questions, and was advised that the building contained 9,648 square feet, <br />there would be 25 spaces in the rear, anel some of the front spaces are to be <br />removed. Mr. Conway advised him that he based the rnunber of parking spaces on the <br />most restrictive code and 3-Z parking spaces would be required for every 1,000 <br />square feet of area. Mrs. Thomson, the resident to the west, was concerned about <br />the water retention. City Engineer Deichmann advised that when the detailed site <br />plans are submitted, they will be checked for code conformance and they would <br />have to retain all of the water. Mr. Porter explained that there will be no open <br />water retention, and the retention system will be below the level of her <br />basement. In response to Mr. Skoul.is' question, Mrs. Thomson advised that she was <br />not pleased that the driveway would be so close to her property. Mr. Thomas <br />advised Dr. Jung that this building was too large for the lot. Dr. Jung explained <br />that he would be using part of this for his offices and leasing to other <br />professionals and hoped to have some kind of exercise facility on the lower <br />level. Mr. Porter clarified that there were no specific tenants as yet. Mr. <br />Thomas was concerned that if the building could not be leased for professional <br />offices, it could become a retail building. Mr. Porter stated that the building <br />was not designed to accommodate retail, it was designed as an office building, <br />and any type of office use would be considered. Mro Conway clarified that the <br />parking was being reviewed as an office, not as strictly as r,edical.offices since <br />Dr. Jung will be using only 25% of the space. He did not combine the two uses, he <br />took the highest requirement. If the building did become retail, 5 more parking <br />spaces would be needed. R. Tallon moved to refer the Dro Jung Holistic Medical <br />office building proposal, 25566 Lorain Road to the Architectural Review Board, <br />the Safety Department, and the forester for his input, with recommendations to <br />the A.R.B. to incorporate the 20 foot setback on the front, to reduce the size of <br />the building to 44 foot across, to reduce the back parking lot where the variance <br />to the residential area is needed so that it conforms to the Zoning Code, in <br />order to bring the plan in line.with the existing code, seconded by R. Bowen, and <br />tman;mously approved. R. Tallon moved to recommend to the Board of Zoning Appeals <br />that they accept the applied for variances, seconded B. Gorris. Roll call on <br />motion: Tallon, Gorris, Bowen, 01Rourke, Skoulis, and Thomas, no. Mr. Orlowski, <br />yes. Motion failed to passo Mr. Gorris advised Mr. Porter that the B.Z.A. will <br />make the final decision on the variances, and that the Architectural Review Board <br />could review another plan that did not need variances if one were presented. <br />IV. NEW DEVELOPMENTS AND SUBDIVISIONS: (Resumed at this point.) <br />1) Silverdale and Duane Roads Right of Way Declication Plats (2). <br />The proposals, by the City, are to aceept for right of way dedication, small <br />portions of permanent parcel nos. 232-23-22 (Duane and Silverdale Roads <br />intersection) 232-28-54 and 232-28-55 (Lorain and Silverdale Roads <br />intersection), which are needed for roadway iinprovements. <br />City Engineer Deichmann explained that the .Engineering Department is requesting <br />approval of the dedication plat.
