incorporating all the recommendations of the A.R.B.; to further recommend that <br />one space in front of the 6 foot sliding doors be eliranated and striped off for <br />access in and aut of the building into the garking lot; that a dumpster enclosure <br />in the same Material and colors as the building be constructed in the rear; and <br />that the H.V.A.C. Lmit- be screened in a manner that is accaptable to the <br />Architectural Review Board. It is also our understanding that the developer «-ill <br />meet with I4rr. tidendell, the forester,. on a continuing basis to insure tha,t as many <br />trees as possible are preserved on the property as indicated in Mr. tidendell's <br />merio of September 8, 1992, seconded by A. Skoulis, and unanimously approved. It <br />was clarified that the H.V.A.C. sereening could be reviewed informally by the <br />A.R.B. (During the riotion the meehanical screening was discussed and IY1r. Orlowski <br />suggested that the screening.go around the entire perimeter of the building. But <br />after some discussion.it was decided that might be excessive for one unit.) <br />4) Szarka's Restaurant, 29691 Lorain Road. <br />Proposal to construct an addition. <br />Heard by Architectural Review Boarct August 8, 1992. <br />Heard by Board of Zoning Appeals Septamber 2, 1992. <br />Mr. Ingrassia, contractor, presented the revised site plan which included the <br />handicapped spaces and approved landscape plan. The Architectural Review Board <br />also requested that the front wall of the walkway be changed from green to creari <br />and the house in the rear be paintee or sided to match the building. Several <br />stipulations were made at the Board of:Zoning Appeals' meeting: that the dwmpster <br />be mved to the center of the property?(this was not changed on the plan, but he <br />explained that it saould be moved over to the center line of the lot in the rear); <br />a 6 foot privacy fence Nvi11 be i.nstalled along with a guard rail on the east <br />property line; and an existing light will be directed so it does not shine onto <br />the neighbor's property. He further advised that.the plans presented to the Board <br />of Zoning Appeals was for a 36 foot long adciition instead of 30 as originally <br />subriitted; he explained that thi.s was enlarged to r,iove the entrance away from the <br />bar and closer to the dining area. FIe advised that the owners had no objections <br />to these stipulations. Mrs. Gladwin, the neighbor to the east, rluestioned what <br />kind of fence would be installed, and cahere it would be placed. P4re Szarka, <br />representing the owners, agreed that a 6 foot board on board fence could be <br />installedo Mrs. Gladwin explained that there is about 22 feet between her <br />property and the parking lot which.is about 2 feet higher than her property. She <br />does not want the fenee installed on the parking lot. N`?re Szarka stated that to <br />install this fence in thi.s area, .15 or 16 trees will have to be removed, and was <br />concerned that this r.aght cause a problem. Iie maintained that there is a natural <br />barrier there now. Yx.. Thornas advised that a periai.t would be needed to remove <br />trees on comnercial property, and suggested that the city forester be contacted <br />to detern ine if some of these trees could be replaced or saved. Mrs. Gladwin <br />stated that this area has been a problem for her since everything Yias been <br />allowed to grotq there and she eannot, maintain it from her side of the line. J. <br />Thomas moved to approve a proposal to construct an addition to Szarka's <br />Restaurant, 29691 Lorain Road incorporating all the recommendations of the <br />Architectural Review Board with ?the stipulation that the developer contact the <br />city forester to discuss the removal of trees on the property line where the 6 <br />foot board on board fence will be installed, this fence should be placed as close <br />to the property line as possible, seconded by L. Orlowski, and tmaninously <br />approved. Nir. Ingrassia was concerned that the forester's advice mi.ght be <br />different than what was speeified inthe motion. It was suggested that he meet <br />with the forester before the B.Z.D. meeting and if there were any conflicts they <br />eould be resolved then. Chairman Gorris acivised that.the Alex Szarka Assembly <br />Plat would be heard next (Section IV.). <br />3
