various areas. Goals For Reducing Traffic Congestion. In reference to the <br />Brookpark limited access, Mra Skoulis was concerned because the last curb cut <br />approved was done so only at the request of a former mayor and was never approved <br />by Council. These regulations are set forth in the codes of the Ohio Department <br />of Transportation, there are no specific laws. He would like to recommend to <br />Council that any curb cut request or any lifting of the limited access status on <br />either Brookpark Road or Great Northern Boulevard must be done only with the <br />approval of Council and possibly Planning Commission, after which a letter could <br />be sent by the Mayor. Mra Schultz agreed and stated that they did suggest that <br />some criteria should be set up by the city to approve these cutse Regarding <br />Stearns Road extension, it was clarified that the State would not fund sound <br />barriers, but the city should look into other funding. During the discussion, Mr. <br />Tressler mentioned other bike paths which could tie North Olmsted Park to Bradley <br />Woods, and a path could be extended along Stearns Road after it is redeveloped. <br />Regarding the extension of the rapid, Mro Gorris did not believe that should be <br />mentioned specifically in the plan, he thinks it should be stated that the city <br />should work with RTA on exploring additional routes and transportation. Mr. <br />Orlowski would like the rapid extension included. Mr. Skoulis would prefer a <br />parking lot with shuttle service to one of the existing rapid stations. <br />Cotmcilman Lind advised that there had been one but it had been eliminated <br />because of lack of use. Mr. Schultz responded that the plan could include a11 of <br />the suggested ideas for expanding public transportation, not just the one. Public <br />Facilities and Infrastructure Goals. In reference to this section, Mr. Tressler <br />explained that: a map showing the areas where sidewalks are lacking will be <br />presented; the city does conduct annual assessments of the infrastructure and <br />public- facilities; and it also has a Capital Improvement Plan but certain <br />criteria are being revamped and requirements may change. Mr. Skoulis suggested <br />that something should be done to improve the landscaping in the area of the sound <br />baxriers on I-480. The members agreed that there should be some statement asking <br />the appropriate government agency to maintain adequate landscaping along any <br />roadway that they are responsible for. Mr. Tressler advised that there is a plan <br />for a county wide computerized Geographical Information System which will give <br />all pertinent information about each parcel in the county and all the information <br />gathered for the Capital Improvement Plan will be entered into this program which <br />will be available to various cities. Recreational Facilities Goals. In reference <br />to this, Mr. Tressler advised that they are compiling a comprehensive evaluation <br />of all suburban parks in Cuyahoga County which will be used to seek federal money <br />which will be filtered down to various communities. Specifically in North Olmsted <br />there is a need to upgrade North 07msted Clague Park since ball fields are in bad <br />condition, and there is a lack of rest room facilities, picnic tables, etce Other <br />parks are in good condition, but there is no sidewalk access to the soccer <br />fields. He further pointed out that the wood chips being used as the base <br />material tmder playground equipment is not ideal, and the best material would be <br />a rubber matting which is quite expensive. In reference to a survey to determine <br />wha.t residents really want for their recreational needs (it was decided not to do <br />this for this plan), Mr. Gorris believed that if residents caxed they would <br />attend recreation commission meetings. Mr. Tressler suggested that if they <br />conducted a survey, they could get input from the children who would respond if <br />the right questions were asked. Mr: Gorris suggested some exit questionnaires <br />could be presented to the children who participate in the programs. Mr. Thomas <br />pointed out that parents are only interested in recreational needs during the 15 <br />year window when their children are participating. It was clarified that the <br />Metroparks has formed a committee to improve both adjacent reservations and Mr. <br />Steve Coles would be the person to contact for information.
