<br />suggested that the city should encourage the Metroparks to extend bike paths to <br />both reservations and again had several suggestions for extending the bike paths <br />through out the area not only to join the parks, but to join the parks with other <br />areas in the city. At the conclusion of this discussion, Mr. Gorris questioned Mr. <br />Tressler's statement that overall rezoning is not included in this study. Mr. <br />Schultz stated that the plan itself was not the rezoning, but the information <br />taken from the plan could be used as a basis for the city to rezone. However, the <br />process for the rezoning (legal descriptions, notices, public hearings, etc.) <br />would have to be done by the city. Mr. Gorris asked if a zoning map showing the <br />proposed changes would be submitted as part of the plan. Mr. Schultz stated that <br />a map showing the vacant areas will be in the plan along with a list indicating <br />the suggested rezoning. The members agreed that a map of the whole city showing <br />these various changes should be included. Mr. Thomas thought that a map would <br />have been presented which included a smmiary of a11 the ideas and suggestions, <br />and showing the entire western end rezoned, along with relocated route 252 and <br />the Stearns Road extension, not just a map of the.vacant parcels. Such a map <br />would encourage assembly and development of parcels to conform with these <br />proposed rezoning classifications as well as restricting, but not eliminating, <br />retail development. Mr. Schultz stated that this plan will give the rationale for <br />the proposed rezonings, but what Mr. Thomas has suggested could be done Lmder a <br />follow up study. Assistant Law Director Dubelko questioned how hard would it be <br />to take a map and draw over these areas to show the appropriate zoning. Mr. <br />Schultz responded that they probably could, but he would could not promise it. <br />Mr. Tressler noted that they only looked at the zoning in the vacant areas and <br />the focus areas, they did not look at the whole city, but doing a mass rezoning <br />study would be an entire study by itself. The Zoning Code would also have to be <br />revised to include the new zoning classifications. Mr. Thomas believed that when <br />they were looking at the focus areas and the vacant areas they were considering <br />the adjacent areas as well. Mr. Tressler responded that they had expanded the <br />focus areas when they studied them, but there were gaps in between. He reminded <br />the members that a ma.ster plan has not been done for 20 years, and if the city <br />does one master rezoning at this time, that area would not have to be considered <br />in 4 years when the master plan has to be updated. Mr. Schul.tz suggested that <br />perhaps they could use a vacant land area map and cross hatch the areas where <br />rezoning would be required, and the table discussed this evening could be used as <br />a starting point. The members agreed that this might be helpful. Mr. Orlowski <br />believed that the Conunission would be given a preliminary work up, but the <br />members would have to make the final decision as to how the city is to develop. <br />Mr. Tressler stated that they could present the map, but they would not be able <br />to make up legal descriptions, etc. for a wholesale rezoning. A document will be <br />presented outlining all the previous suggestions. Mr. Thomas asked if they could <br />provide the floppy disc of the docwnent in order to reproduce it when necessary. <br />Mr. Schultz stated that they have never made the disc available before, but he <br />will check into it. They will be submitting about 20 copies of the plan to the <br />city. It was clarified that if other comrmin-i ties or government bodies wanted a <br />copy of the master plan they would be advised to go through the city, but CPC <br />would have a copy in their library and this information is used by other <br />entities, Metroparks, the Engineers Office, etc. Mr. Tressler stated that the <br />County Vacant Land Inventory has been delayed, but it will be done later, and <br />given to North Olmsted. Mr. Gorris requested that the Commission, not just the <br />administration, receive copies of the Shrubs on the Main Arteries Map and <br />Sidewalks in the City Maps. Mr. Tressler will send the sidewalk map, but the <br />arterial map was being done by the Community Development Office and they will <br />4
