As requested previously Mr. Schultz ha.d looked <br />into some senior housing facilities and presented slides of the Deaconess Family <br />House, a retirement center affiliated with Deaconess Hospital. He pointed out <br />that the density was about 20 units per acre including all the open area and the <br />parking. The building itself is on about 1/2 acre. North 0]msted's density is <br />higher and is geared toward a high rise building. This is similar to an assisted <br />living facility. Mr. Skoulis pointed out that there are many types of housing <br />suitable for the elderly, cluster homes, etc. but there are none in North Olmsted <br />and there is a need. Mr. Tressler explained that high rise apartments were <br />intended for publicly funded facilities, this would be what the Nor,th O7.msted <br />codes were intended for, but the cluster senior housing was more for the private <br />sector. About the only way for developers to make a profit on a publicly funded <br />project is to build a high rise. Mr. Tressler believed that some senior citizens <br />do prefer high rise buildings. At the request of the Comni.ssion, CPC had reviewed <br />the site plan of the proposed North Olmsted Wal-Mart store an the former Sherwin <br />Williams site. Previously CPC had suggested this parcel be zoned for an office <br />use considering the amount of traffic in the area and the amount of retail in the <br />city. CPC had made several recommendations for the proposed development. Mr. <br />Skoulis believed that if this development proved to be a safety ha.zard for the <br />citizens, the Planning Coinmission could disapprove it. Chairman Gorris stated <br />that this was not the case, if it is zoned for the proposed use the city ca.nnot <br />disapprove it on those grounds. Assistant Law Director Dubelko agreed and also <br />advised that the parcel could be rezoned to an office use in any event, because <br />Wal-Mart's rights are vested under the retail zoning, but in the event this <br />proposal does not go through an office use would make more sense. The members <br />agreed that the master plan should recomnend the preferred use. Mr. Tressler gave <br />an example where Fairview Park rezoned a property to single family, after a <br />developer proposed a multi-family development on land originally zoned for <br />multi-family. The Wal-Mart proposal does show four access points, however, the <br />members questioned if they had to allow access onto Mill Road. In reference to <br />the vacant parcels (talked about at the beginning of the meeting) it was <br />clarified that Plann;ng Commission had recommended that parcel 45 remain as <br />zoned, not be changed to senior citizen as mentioned in the CPC charts. In <br />reference to finalizing the master plan it was decided that a copy of the plan <br />would be sent to each member for independent study, and any questions or comments <br />should be submitted to Chairman Gorris who will make up a master list for the <br />final discussion with CPC. <br />IX.
