' CUYAHOGA COUNTY <br />PLANNING COMMISSION <br />STRATEGIC MANAGEMENT PLAN <br />(PLAN IMPLEMENTATION) <br />The final chapter of the North Olmsted Master Plan consists of a strategic management plan for <br />implementing the goals and development recommendations found el8ewhere in this master plan. It is <br />important to realize that the city's master plan by itself wili not bring about the recommendations <br />contained in this report. Rather, it wili take a concentrated, coordinated and cooperative effort by focai <br />officials and citizens alike for the North Olmsted Master Plan to be impiemented. In order to properly <br />channel this joint effort, it is necessary to identify specific strategies or actions that the city should foilow <br />so as to effectuate this master plan. <br />The following, then, is an outline of the proposed strategic management plan that should be <br />followed to bring about the implementation of ihe Master Plan. Each of the recommended strategies are <br />tied to the general goals that are listed in the first chapter of the Master Plan. <br />RESIDENTIAL GOALS <br />" Gbal No. 7: Protect the city's residential neighborhoods from comraiercial encroachment. <br />. Improve and toughen buffering and screening requirements within the city's zoning code. <br />. Disapprove any proposed rezoning of land to non-residential use districts that WOUId abUt two or <br />more sides of existing residential development. <br />Goal No. 2: Preserve and maintain the quality of the city's existing housing stock. <br />. Promote the city's new Home Improvement Loan Subsidy program. <br />. Promote the city's new Community Reinvestment Act for Tax Exemptions for improvements to <br />residential real properry. . <br />. Secure CDBG funds for upgrading qualifying residences in approved ITA locations. <br />. Sponsor home maintenance and repair workshops. <br />. Consider expanding the city's real property maintenance code to cover residential properties <br />(buildings, accessory structures and yards). _ <br />1
