? <br />accept the Eyeglass Factory/Harmon Glass proposal as presented with the changes <br />in the landscaping and lighting that were mentioned in the meeting and to <br />consider painting the roof top units hopefully to blend with the mansard as <br />closely as possible, seconded by S. Krieger, and unanimously approved. After the <br />motion, Mr. Zergott asked if there would be any landscaping around the dumpster <br />to shield it. T,1ir'. Conway noted that there was an enclosure around it. <br />3) Ice Cream Parlor/Restaurant, 27045 Lorain Roado - <br />Proposal to construct new building (existing building will be demolished)e <br />Heard by Board of Zoning Appeals on August 4, 1993. <br />Referred by Planning Commission on September 28, 1993. <br />Mr. Agnew, architect, and Iylr. Benik, owner, presented a model of the building <br />and explained that this would be an ice cream parlor with a pick up window and a <br />dinning with a service area. There will be a half basement for storage and a <br />second floor office for the manager of the restaurant. They intend to comply with <br />the A.D.A. requirements and the sign codes. A teal colored awning will be opaque, <br />probably a plastic naterial; a Dryvit like material will be on the gable portion; <br />the window and door frames Taill be dark brown anodized aluminum; the 8 foot taall <br />on the back and sides and the base wall on the front will be similar to the <br />sample of the Borell Bedford Gray brick, but they are trying to find this color <br />brick without the pits in it; and the roof will be Owens Corning Fiberglass Bark <br />Brown shingles. Mr. Agnew presented a rendering of the concept of a internally <br />lighted ground sign, but they have not established a name as yet; there t,rill be a <br />building sign, but they «ill have to return to the board with that later. Mr. <br />Benik would like a changeable copy portion on the ground sign. Mr. Conway advised <br />that he would have to seek a variance for that and advised that he should retUrn <br />to the board with specific plans, but this should not hold up the construction of <br />the building. They presented a cut of the Spaulding Catalina fixture for the pole <br />lights which have various options to control the light. The posts will probably <br />be green or dark bronze anodized. It was verified that the lights would be metal <br />halidea Mr. Benik stated that the dumpster enclosure would be 6 feet high face <br />brick and concrete block enclosure with a chain link fence with slates through it <br />in front. There will be some lighting fixtures in the canopy which will shine <br />down. There is street lighting at the Whitethorn and Lorain Road entrances. In <br />reference to the landscaping, Mr. Zergott stated that the 4 foot taxu.s on the <br />perimeter would be would 1e very expensive and he suggested that the taxus could <br />be broken up with some other less expensive shrubs. Originally a fence was <br />proposed around the perimeter of the lots, but this has been eliminated and there <br />is a fence belonging to the residential neighbor which Mr. Benik originally <br />mentioned replacing, now he would prefer to mound the rear landscape buffer. The <br />developers will have to check with the Engineering Department on the drainage. <br />Mr. Zergott stated that with only the 10 foot width, the mound should be about 2 <br />foot high to look right. N1r. Benik would like it a little higher, but he will <br />discuss this with Engineering. The roof top imits were to be concealed in a <br />recessed area of the roof. The developers were concerned about the drainage in <br />this recess and questioned if they had to shield these units. It was -clarified <br />that there is not only a H.V.A.C. unit, but also an exhaust fan. The developers <br />suggested that an area on the back could be flattened with a ronsard installed to <br />make an area for these units on the south side of the building. Mr. Zergott <br />stated that roof top tmits have been screened zaith mansards praviously, and the <br />board will just require that the units will be hidden. Mr. Conway thought they <br />might be able to incorporate this with the dorrier design and there might be a <br />problem with the exhaust and the air intake.
