Thomas, and unanimously approved. <br />3) Oldsmobile of North Olmsted (formerly Halleen Truck Lot), 27871 Lorain Road. <br />Proposal to renovate exterior of building and add exterior lighting. <br />Mr. Giesser, Attorney, presented plans and explained that they intend to remove <br />the existing lighting and install new shovel lighting which will be flat and will <br />project out so there would be no glare to the existing neighbors, this lighting <br />will be installed in the back of the lot. The front fascia of the building will <br />be enlarged to be about twice the height of what is existing and will be returned <br />partially around the side of the building. The letters of the sign will be in red <br />neon tubing and installed on the front and either side of the fascia. The <br />building will be painted gray and a red canopy will be installed over the <br />entrance. The plans also include two concrete pads with arches (internally <br />illuminated) on either end.of the lot to display one vehicle on each corner. The <br />10 foot landscape buffer will remain grass as it is now. Mr. Thomas pointed out <br />that a neon band is shown extending around the building, and advised that the <br />Commission has routinely eliminated tfiese lights. He also advised that the <br />Architectural Board would want to see colored renderings of the building, and the <br />archway. It was clarified for Mr. Tallon that the light poles would be 25 feet <br />high. Mr. Skoulis suggested that the existing pole sign be replaced with a ground <br />sign since it would have to be changed eventually, and he also would like more <br />landscaping in the front. Landscaping will be addressed by the Architectural <br />Board. Several adjacent residents spoke at this time. Mrs. Botson, a resident, <br />stated that Halleen's lights shine into her back bedroom and bath all night; <br />their lights on Lorain Road shine into her dining room; when this was a truck <br />lot, she saw nothing but truck tops, now she sees car tops. She can hear their <br />sales pitches when she is on her deck. Halleen`s existing 6 foot fence does <br />little to shield the property because the land slopes down. She offered to share <br />the cost of a higher fence, but Mr. Halleen refuses to respond. When she was <br />plaruing to spray her shrubs, she notified him that some of the residue might get <br />on his trucks. The only response was that if any damage was done she would be at <br />fault. She is requesting a barrier to give her some privacy. It was clarified <br />that the building is elevatedo Mrs. Sehmitz, another resident, showed the files <br />she had collected when the building was originally constructed, and stated that <br />they did not want to lose what they had fought for. She stated that if the <br />proposed lighting was the same as the Nissan Dealership's light, it would be <br />visible to the whole area. She maintains that they ha.ve tried to work with the <br />owner, and she realized that their property abuts comnercial property, but <br />thought that he should realize that his property abuts residential property. Mr. <br />Schmitz pointed out that if Oldsmobile sign on the east elevation was left on all <br />night would be offensive to them, and since the lights in the rear are 1,000 <br />watts, it would be like daylight. The cars are frequently unloaded.right behind <br />his property, dumpsters are emptied early in the morning and are left open a11 <br />day, then slammed down at midnight. Mrs. Schmitz also objects to the tubular <br />lighting on the building which the same as Kenny Kings has. Mrs. Maloney, who <br />lives further away on Dorothy Drive, also has concerns about the lighting and <br />advised that she had gone to court Na-ith the city to get Mr. Halleen to change and <br />shield his lights on this lot. She also gets a substantial glare from his lot <br />across Lorain Road, because the lights are so high and so bright. Mr. Morris, <br />another?neighbor, suggested another type fence, perhaps block, about 10 to 12 <br />feet high. Councilman Nashar asked that the lights be kept to a minirrn,m, <br />3
