Also this proposal is conditional upon other more toned <br />down optional colors being presented to Mr. Sohn of the Architectural Review <br />Board with our suggestion to Mr. Sohn that he determine whether or not those <br />optional colors can be usecl to not- only maintain the spirit and general look of <br />Tire America's identity, but also to address Mr. Orlowski's and also the rest of <br />this commission's concern of tYie brightness and ostentatious look of the <br />contrasting colors along Brookpark Road and that 14r. Sohn make that decision and <br />make his recommendations to the Planning Commission by the next meeting. Also <br />tha,t the Tire American proposal as it is developing include all the other <br />recommendations of the Architectural Review Board, the safety forces, Engineering <br />and Building Departments, and this Planning Commission. It should also be noted <br />that the signs will be tUrned off at 10:00 P.M. and only two security lights will <br />be left on, one in the display area and one in the garage, seconded by L. <br />Orlowski. Roll call on.motion: Thomas, 0'Rourke, Skoulis, and Gorris, yes. 14r. <br />Orlowski, no. Motion carried. It was clarified tha.t Mr. Sohn could approve the <br />colors without the other members of the Architectural Board and then P1r. Sohn's <br />recommendations could be forwarded to the next Planning Commission meeting. In <br />the event that these colors are not changed, Mr. Thomas will attend the B.Z..D. <br />meeting to make his recommendations. <br />4) Kahn's Cuisine, 23135 Lorain Road. <br />Proposal to renovate entrance area of restaurant and now including a proposal to <br />construct a fence. Heard by Architectural Review Board April 21, 1993. <br />Tabled at Planning Commissian meeting of May 11, 1993. <br />Building Commissioner Conway explained that the Architectural Review Board had <br />required that the Chinese type decorative features should be carried out on the <br />rest of the building, not just on the entrance and one elevation. At this time, <br />the owner is also proposing a board on board fence along the side street adjacent <br />to the parking lot and along the rear property line adjacent to residential <br />property with a chain across the entrances. He is concerned about a solid fence <br />along the side street. Ms. Huang, the owmer, explained that since the parking lot <br />on the side is not visible fron the restaurant and some of the neighborhood <br />children are doirg some damage to the buildings there is a concei-n that the cars <br />«-ill be clamaged. Also some customers of the motel are parking their trucks with <br />the motors rurming in her parking lot and the neighbors have complained. r1r. <br />Thomas suggested eliminating some parking spaces and adding some landscaping. It <br />was verified that there are 74 parking spaces and 140 seats. The members are <br />concerned that drivers could not see children on the sidewalk on 230th, they have <br />no problem with the fence along the rear property line. k2r. Thomas suggested <br />landbanking some spaces and submitting this proposal to the Architectulcal RevieVa <br />Board who could design a landscaped mound which would provide some privacy to the <br />customers' parking. Ms. Huang stated that the chain gate would provide some <br />visibility or even posts and chains instead of a fence. Mr. Thomas responded that <br />it was possible that some kind of posts and chains mi.ght be designed in the <br />landscaping. rls. Huang also ad.vised that originally there tiqere 176 seats, but <br />that has been reduced to 140. Mrs. 0'Rourke staLed that only 69 parking spaces <br />are shown on the plan. A'1r. Conway agreed that some seats were removed, but noted <br />this existing non-conforming parking which now has fewer seats. Nir. Thomas <br />clarified that he would like Mr. Zergott, of the A.R.B. to come up with a design <br />of mounding, shrubbery, and posts so the driveways could be chained off, and in <br />order to do that 51-2 spaces nust be landbanked. In reference to the building <br />facade, Ms. Huang explained that she originally planned to do only the entrance <br />area because of finances, but at the last meeting, Mr. Sohn required changes to <br />the whole building. She would be willing to paint the building to match the art <br />work, but she cannot afford do all the building at this tirne. She estimated that <br />4
