<br />advised Mr. Orlowski that there are two elevated truck docks for semi trailer <br />trucks; there is a third unloatiing space (ramp) for light deliveries, and a <br />fourth space for a trash compactor. Building Commissioner Conway believed that 4 <br />docks were needed, and he thought the 4th one was in the area of the garden <br />center. If there is to be one in tYre garden center, that would satisfy the code. <br />Mre Orlowski suggested installing aboard on board fence directly south from the <br />builcling to the property line tro contain any papers or trash that might be on the <br />property. He also questioned the necessity of the 4 foot increase in grade for <br />drainage on this property. City Engineer Deiehmann advised that that he cannot <br />say without a drainage plan, but-if the Comnissian is concerned about the height <br />increase, they could ask for additional information on alternatives to raising <br />the grade 4 feet. For instance, there are other developments which piunp storm <br />water up so they can flow by gravity into the storm sewerse Mr. Skonlis noted <br />that if Wal-Mart's grade was raised 4 feet it would be about the same as the <br />Olmsted Square Shopping Center. Mr. Orlowski would like the Engineering <br />Department to explore alternatives to raising the grade prior to Planning <br />Comm.ission's approval; and if the grade ha.s to be raised, he suggested a solid <br />fence be installed on top of the mound, because in essence the mound-would only <br />be 6 foot in relation to the buildingo Mr. Newberry though perhaps raising the <br />buileling 4 feet would raise the grade about 2 feet at the property line. He <br />suggested that the approval eould stipulate that the screening must be a certain <br />rnunber of feet above the finished flo.or of the building. Mr. Deichmarm suggested <br />that since there are a number of factors which would be involved, it would be <br />appropriate for them to submit at least two grading plans, one showing the grade <br />raised and ane with no height increase, but which includes a storm water pumping <br />system. He noted that the developers were going to have to deal with an existing <br />storm water retention system on the Cross Roads property which will have to be <br />reworked. Mr. Newberry objected t-o spending the money on this at this time, <br />before there is an indication that they are going to go forward with the plans. <br />Mr. Orlowski pointed out there were a number of areas which would be impacted by <br />the grade change, and believed t31e Cominission could not make an educated decision <br />without a specific grading plan. Mro Thomas questioned what the developers wanted <br />-at this point, what alternatives clid they have in mind. Mr. 1Vewberry would like a <br />motion to accept the plan with stipulations that certain items be presented to <br />the various reviewing departments of the cit.y. Mr. Orlowski noted that from the <br />beginning the Commission has asked for the truck dock on the south side of the <br />buiiding, and that plan was only pre5ented at 8:00 p.m. this evening. Mr. <br />Newberry responded that, sinee this was first proposed, they have been presenting <br />plans with the various recommendati.ons that have been made, but relocating the <br />truck dock was a difficult decision for Wal-Mart since it had a great impact on <br />their operation. Mr. Orlowski stated that many of the items requested have taken <br />some time to be included. In response to Mr. Skoulis' questions, Mr. Newberry <br />again stated that there is a 30 foot easement between Olmsted Square Shopping <br />Center and McDonald's, he clarified that the property line for the shopping <br />center lies 30 feet east of the wall of the Olmsted Square building. In order to <br />construet a 3 lane entrance exit dtYVe part of that drive would be on-McDonald's <br />property, and there ha.s leen discussion about exchanging 9 or 10 feet of property <br />and removing or replacing McDonald's westerly landscape area. The specifics have <br />not been worked out, but McDonald's is studying how to rework their parking and <br />drives to remain conforming. McDonald's and Wal-Mart have reached a verbal <br />agreement, but nothing is in wri,ting as yet. Assistant Law Director Dubelko <br />advised that McDonald's would need approval from the city for a modified parking <br />plan. Mr. Newberry stated that two lane drive would be feasible, however in order <br />to incorporate the bus garage drive with this intersection a third lane woiil.d?be <br />needed. There might not be.room for a gedestrian walk on that drive, however it <br />might be worked in elsewhere. They have off-set the drive beside the Olm.sted <br />4
