y <br />which will have to be removed in 1998 and suggested that this sign could be <br />replaced with a ground sign now, while this construction is being done. Mro <br />Conway advised that a variance would still be requi.red for a ground sign since <br />this is a multi-tenant development and only the site can be identified on a free <br />standing sign, not one tenant. He advised that the existing pole sign would have <br />to be removed by January 1, 1998. Mr. Sandrock explained that the sign packa.ge <br />will be presented at the next meeting. Mr. Papandreas, representing Great <br />Northern, advised that no decision has been made as to what would happen to the <br />outbuilding. Mr. Gorris asked what was to be done to accorunodate the additional <br />traffic in this area. Mr. Papandreas stated that when they redeveloped the site <br />in 1991 they had anticipated some growth and the addition of the another stop <br />sign, the realignment of the ring road and parking area should accommodate this <br />traffic.- He noted that the elimination of the A.T.M. in the strip centier would <br />also relieve some traffic congestion. r1r. Gorris responded that Chi Chi's <br />restaurant customers frequently had to park across the ring road from the <br />restaurant, but notiv some of these customers will probably park in the bank's <br />spaces. The developers had anticipated this when they added the parking but since <br />the bank closes at 3 or 4 p.m. there should not be a problem. Mrs. 0'Rourke noted <br />that this area is frequently congested liecause of Chi Chi's and Mares and is much <br />Nqorse during the winter when snow is piled high. Mr. Gorris asked if r7r. <br />Papandreas could have this part of the ring road re-studied. Mr. Papandreas <br />responded that this area was a primary focus of their re-development effort in <br />1991, and of the various plans studied, this was considered to be the best; he <br />agreed that it was a problem during snowy periods. Because of the proximity of <br />the entrance to the center and these establishments, a gauntlet has been <br />established, and they attempted to move traffic away from that entrance to avoid <br />back up problems that would interfere with Lorain Road, mainly to move traffic <br />off Lorain Road. He does not believe that Society will pose additional traffic <br />problems. Mr. Gorris agreed that Society would probably not cause mare problems, <br />but the situation is not good as it is, and he would like to see if it could be <br />made better at this time. He would like Great Northern's traffic consultant to <br />review this,area and see what suggestions they could make for the safest possible <br />traffic flow on the parcel. Mr. Papandreas agreed to have Traff-Pro, their local <br />consultant, look into this, but he noted that a world renowned traffic consultant <br />had devised this plan. Mrm Gorris advised that the information from Traff-Pro <br />could be submitted after this proposal comes back from the Architectural Review <br />Board. He asked if the developers would consider eliminating some of the parking <br />and adding more green. In reference to the shrubs to shield headlights at the <br />A.T.M. drives, Mr. Smith advised that they did not want to conceal these machines <br />completely because of safety factors. Mr. Tallon suggested that they look at the <br />topography since if the A.T.M. area is much lower there might not be a problem <br />and a lower shrub could be used. Mr. Papandreas believed there was at least a 2 <br />foot change in grade and they will confirm this. There will also be a walk up <br />A.T.M. A. Skoulis moved to send the Society National bank proposal to construct a <br />free standing building, 26401 Brookpark Road, Great Northern Shopping Center to <br />the Architectural Review Board for their input with the recomnendation that <br />landscaping in the form of a hedge or bushes be put along side Brookpark Road on <br />the north side of the property, and «-ith a strong reconunendation that the <br />developer remove the present pole sign and replace it with a ground sign which <br />would need a variance, but the Cor.?mission would be willing to favorably recommend <br />that a variance be granted. The Commission would also like left hand turn arrows <br />painted on the driveway of the A.T.M. drive-thrus to direct traffic to the left <br />of their building and re-circulated through their own lot and back into the <br />shopping center. The Commission would also like to see additional landscaping, <br />possibly in the seven spaces south of the building, and ask that the <br />Architectural Board look into where additional landscaping could be introduced. <br />4
