Mre Benik responded that the <br />plans were submitted to Mr. Conway before the meeting so that he could determine <br />if the parking spaces meet code. Mre Conway responded that he had advised the <br />architect that one of the spaces in front would not be viable, and the architect <br />presented an overlay that was to a different scale. He verified, however, that <br />the original plan was drawn to scale, and pointed out that interior drawings <br />drawn to scale and dimensioned and showing layout of equipment, etc. are not <br />necessary for the Commission's review. A foot print should accurately reflect the <br />first floor plan and the architect had stated that he would present a drawing <br />that woul.d show a building line, not a roof line. Mr. Agnew and Mr. Orlowski <br />discussed the plan privately and Mr. Orlowski advised that ha asked that the <br />architect make the enclosure high enough to hide the view of the dumpster since <br />it was close to Lorain Road in case tha.t the dumpster is over filled or the lid <br />is left open it would be concealed. Mr. Agnew had advised that he planned to put <br />a concrete curb around the perimeter of the property. Mr. Orlowski also would• <br />like to see the location of the utilities, H.V.A.C. units, and how they will all <br />be screened. Mr. Agnew advised that the H.V.A.C. units will be placed in a <br />recessed area over the service area and will be screened by the roof line. Mr. <br />Benik advised that the proposed basement storage area is to contain dishes, <br />condiments; napkins, etc. however they might decide to eliminate ita The upstairs <br />is an office for the operator of the establishment. The building will be 21 foot <br />6 inches to the roof line. Mr. Orlowski advised that a11 colors and material <br />samples will have to be submitted to the Architectural Board, but the Commission <br />will also see them. Mr. Skoulis is still concerned about the safety factor. Mr. <br />Gorris repeated that the B.Z.A. had already approved the variance based on the <br />recommendations of the City Engineer and the Commission must go along with it. <br />Mr. Orlowski would also like the plans to show where the vents and fans will be <br />located. Mr. Skoulis and r1r. Benik discussed egress from the plan privately while <br />Mr. Orlowski and Mr. Agnew discussed the site plan (most.of this was not <br />audible)e There was general discussion of the plans. It was clarified that this <br />property is two separate lots and an assembly will be required after the proposal <br />ha.s been approved. Mr. Skoulis noted that during a previous meeting it was stated <br />that there should be a conditional variance on the drive since this drive might <br />not be appropriate for a subsequent business. Mr. Dubelko stated that the <br />variance was granted for the access with the condition that it was both in and <br />out and the variance runs with the property. Mr. Skoulis also referred to <br />previous minutes in which an island in the drive was suggested. Mr. Benik stated <br />that this was suggested when the building was further west, but it has been moved <br />east a,nd there is no room for it. Mr. Skoulis is still concerned about safety and <br />and does not believe people could read the signs and still ma.ke it through the <br />light. General discussion ensued. Mra Skoulis believed tha.t two traffic lights <br />could be seen from this property and it was not clear which light would govern <br />the traffic. Mr. Ta11on tried to clarify the discussion and stated that he did <br />not think that there was a light on the northeast corner of Toys 'R Us. After <br />further discussion, Mr. Tallon stated that this will have to be studied by the <br />traffic engineer. It was decided that more specific plans would be required <br />before the proposal can proceed to the Architect-ural Review Board. Mr. Isabella, <br />representing the developer, came forward during the above discussions. During <br />this discussion, Assistant City Engineer McDermott stated that there had been <br />some discussion about moving the stop bar. Mr. Tallon noted that there were <br />certain criteria for these bars and he was not sure it would be allowed. Mr. <br />Gorris called for a motion. Prior to making the riotion, Mr. Orlowski advised that <br />he would be asking for a lengthy list of items to be presented at the next <br />meeting; however he cautioned that this list was probably not totally inclusive.
