Weudy's Restauraut, 26650 Lorain Rd. <br />Proposal to coustruct small addition to restaurant and reconfigure parking area. <br />Ms. L. Goodman, represented the architect for Wendy's, and explained that they <br />will be constructing a small addition to the rear of the building updating the kitchen <br />area as well as the exterior of the building. Mr. Thomas advised that in 1989 the <br />Commission had spent a lot of time discussing plans for this location and no work <br />was ever done and the building has remained an eyesore. He wondered what <br />assurance they would have that tlus work will be completed. Mr. Kikendalil <br />representing Wendy's of Ft. Wayne, advised that in 1989 certain things happened <br />in theu compauy and also at this time it was difficult to get financing for small <br />businesses. They did not think that they should pursue any change at that time, <br />now however these issues have been corrected and they have taken over the <br />ownership of the building. Ms. Goodman explained that they have eluniuated the <br />atiium adclitiou to the fiont that was previously asked for, and now they are <br />primarily iuterested iui the remodeling the kitchen and enlarging the restrooms to <br />comply to A.D.A. requiremeuts. The addition extends about 6 feet, 4 inches to the <br />east and will ru.u the entire length of the building from front to back. They plan to <br />maintain most ofthe existing parking, and would like to el'vniuate a planter in frout <br />to add more, aud will be re-working the parking in the rear to include more spaces. <br />They are proposing to maintain the existing two drives onto Sparky Lane but <br />intend to make the southernmost drive narrower. and add some planters at the end <br />of the parking rows since there is no room for the landscape buffer. Buildiug <br />Commissiouer Conway advised that they show 86 seats and would need 43 <br />parkiug spaces. They will need variances for setbacks, buffer strips ou the front <br />and side, and, siuce the codes have changed, a variance for the southern most <br />drive will be required since there is not enough distance from the drive to the <br />intersectiou. City Engineer Deichwaim advised that , as part of the city's closed <br />loop traffic system that has beeu developed over the last 4 years with the Ohio <br />Departinent of Transportatiou and the Federal Highway admuustration, the hold <br />back lights wluch are on Sparky Lane about 100 feet north of Lorain will be <br />eliininated since these hold back lights decrease the efficiency of the intersection. <br />T1us will affect the operation of the southerly apron because, without holding the <br />tra$'ic back , cars will be blocking the driveway. The Engineering Department is <br />recommendiug that the southerly apron on Sparking be eliminated. Mr. Thomas <br />noted that the Coinmission had recommended that in 1989 aud asked how they <br />would do that. Mr. Kikendalil believed that they might have to widen the existing <br />northernmost drive to accommodate 3 laues of traffia Mr. Gorris believed that if <br />the light remaius there could be a problem with the funding of the program. Mr. <br />Deiclunanu agreed and stated that changing the plans would delay the eutue <br />project and the Uid opeuing is planued for May. Mr. Orlowski pointed out that if
