_ Ae y <br />were going to use the shared access for emergency. Mr. Newberry e}cplained that the Fire <br />Department would use whatever access was the best for them, He clarified that there. would be a <br />20 foot wide access road for fire vehicles on the east side of building between the building and <br />the mound which would have a underlayer strong enough to support a fire truck with grass over <br />it. She believed that the road would have to be paved. She was further advised that the delivery <br />trucks would use I-480 to Great Northern then onto the Country Club. Ms. Musser, a resident of <br />the Westbury, asked if there would be arrows etc. on the light at Great Northern and the <br />Chester's restaurant shared access to allow a left and right turns. She explained the problems at <br />this intersection and advised that the people from the Corporate Center use this drive to avoid a <br />light and when another restaurant opens at Chester's it will be even worse. She also questioned <br />who was responsible for maintaining this road. Since Wal-Mart had stated that only 40% of the <br />traffic would come in this road, what would be done if later on there was more traffic. Mr. <br />Griffith, the city traffic engineer, stated something might have to be done if a situation changed. <br />Mr. Thomas stated that Ms. Musser should give all the information she had about this intersection <br />to the traffic engineer and if it means that Wal-Mart must improve signalization at that <br />intersection that should be stipulated as part of this approval. Mr. GiYffith advised that the <br />consultant who did the Wa1-Mart impact study is the same consultant who did the plan for the <br />city's closed loop system and these conditions were taken into consideration. Mr. Thomas <br />believed that Mr. Crriflith should explain all this to Ms. Musser after the meeting. Mr. Gorris <br />agreed that if additional signalization were required, it should be identified now and the cost <br />should be born by the developer now. Mr. Thomas stated that when this was first discussed he <br />was told that this development would cost the city nothing, he believed then that this was <br />inaccurate and wanted every potential cost should reviewed and discussed before this receives <br />final approval. Mr. Griffith stated that the consultant studied every possible impact that could <br />occur as a result of this development, every one of which was,taken care of and his review of this <br />study concurred with that. He would not approve something that would be a problem in the <br />future. He believed that the existing signal at Grreat Northern and the access road would <br />accommodate the traffic generated by Wa1-Mart, especially with the closed loop system. Ms. <br />Musser will discuss these conditions with the Engineering Department. Since there were no more <br />questions or comments, Mr. Gorris stated prior to making a motion that this Commission believed <br />that this proposal really leaves no room for further development on this parcel, and also believed <br />that the extent of this development stretches the limits of the Zoning Code, it is within those <br />limits, but is stretching them. The Commission is aware that Wal-Mart is in the habit of displaying <br />seasonal items in their spaces, this proposal does not have sufficient parking spaces to <br />accommodate such displays. Wal-Mart knows this going in because they have been told this by <br />this board. The Commission would strongly recommend that if they decide to display in the <br />parking area, they should immediately be cited by the Building Department , and further, if they <br />seek a variance to permit such displays, the Commission would strongly suggest that such <br />application be denied since the hardship was self-created. We fiirther believe that a single access <br />on Brookpark Road is in the best interest of this city, and do not want Brookpark to turn into <br />another Lorain Road; Great Northern Mall and Shopping Center have suivived with one <br />ingress/egress on Brookpark Road and there is no reason for two on this parcel. B. Gorris moved <br />to approve the Wa1-Mart alternate site plan indicating one access to Brookpark Road, this single <br />entrance is the same location of the main drive on this preliminary site plan showing two drives. <br />The Commission would also like a copy of Mr. Papandreas' letter incorporated into these <br />6
