..y .y <br />iniuutes, tlus letter indicates that the owners of parcel "E" have no objection to the location of this <br />drive as far as future development of parcel "E" is concerned. It is the Commission's <br />uuderstanding that a mound will be maintained at an elevation of 8 feet above floor grade along <br />the eastern property line, this will be a continuous mound to within 25 feet of Country Club <br />Boulevard with the only break possible to save a clump of existing oak trees. On top of tlus <br />mound there will be a brick wall ruuning the length of the wall and being stepped down .at the <br />southern end to accommodate the.break in the mou.nd. Additionally, it t is recommended that a 6 <br />foot mound along Brookpark be maintained, commencing at the east property line and continuing <br />to the west end of the development with the only break in this mouud will be to permit access for <br />the safety Department velucles wluch will be approximately 20 feet as indicated on the <br />preliuiinary grading plan. Obviously the prel'vuinary grading plan does not show the westernmost <br />drive eliminated from the proposal and the Commission will expect the mound to be carried all the <br />way dowu there. We ask that Mr. Zergott involve.himself and make recommendations on both of <br />these inounds as this plauuing process continues since we know he had certain concerns as to the <br />drop off of the mound on Brookpark. We recommend that all lighting on the property be limited <br />to 26 foot poles with all peripheral lights, with the exception of the main drive, being shielded <br />lighting (iudicated by their fixture type "D"), such fixture is intended to retain the light on the <br />parcel and to prevent light spill over on the property. The trash compactor will be insulated per <br />the recommendations of the B.Z.A. and enclosed. It is our understanding that all trash generated <br />by this business will be maintained within the building until it can be removed and all cardboard <br />bales or pallets.will be maintained on the inside. It is also our understanding that the developer <br />:. will bear the cost of the traffic signalization at the entrance on Brookpark and we would like the <br />::-Engineering Department to provide the B.Z.D. Committed of Council with a letter stating <br />whether or not they have any concerns about the traffic signalization at Crreat Northern and this <br />parcel, at Country Club and this parcel, and at Country Club,and Columbia. It is also noted that <br />the mounding on the western property line near the Westbury Apartments will be 4.5 foot high as <br />previously discussed with the A.R.B. There will be a 10 foot high by 60 foot long block wall that <br />will be on the east side of the truck docks. The seasonal area will have a brick knee wall with <br />brick columns or piers with the wrought iron steel fence in between the columns or piers. Wal- <br />Mart is well aware that the truck unloading hours within our municipality are from 8:00 a.m. to <br />9:00 p.m. and we would like to restrict the use of the compactor to these same hours. Wal-Mart <br />will be required to replace any trees that are killed or damaged in the course of construction or <br />that should be discovered anytime there are as a result of the construction (the point being that it <br />may not be discovered for 6 or 8 months after construction that tlie trees have died as a result of <br />the construction). There should be a"Do Not Block Driveway Sign" placed on the east side of <br />the driveway entrance to the Westbury Apartments and that all signage on the Wal-Mart proposal <br />is restricted to the signage that was approved that limits what is actually to be allowed on the <br />building and on the ground and pylon signs. The Coinmission would also like to send Mr. <br />Wendell's comments relative to the landscaping and the deletion of the parking spaces on to the <br />B.Z.D. but also to advise both the B.Z.D. and W. Wendell that by eliminating these parking <br />spaces we will be giving approval to less than required parking which could be interpreted that we <br />would be agreeing with outdoor display of landscaping materials on this site.
