He clarified for Mr. Miller <br />that the transportation routing would be similar to those in Toledo, where they normally receive 2 <br />to 3 full semis a week and an appliance warehouse truck picks up appliances that need repair to <br />take them to a central location about twice a week. These will be unloaded in the rear into an <br />enclosed dock. Fu.rther the employees do not park in the back. Mr. Papandreas pointed out that <br />the parking in the back approximately 140 feet from the loading docks. Mr. Wordell, a resident <br />of Country Club Condominiums, stated that since there are so mvny vacancies in the center, he <br />believed that the landlord is not making much money there, and in the long ntn a tenant who can <br />keep the center full will contribute more to property values and will help maintain the center. He <br />doubted the developer's statement that this proposal would not generate a significant increase in <br />traffic in the area, since if that were the case Best Buy should stay out because they will go <br />baukrupt. They would have to generate traffic to make a profit and he believed that delivering <br />appliances, etc. would generate a lot more traffic than delivering cards to Hallmark and goods to <br />the other stores. He maintained that the store could not keep a months supply of appliances. The <br />residents know that there is going to be an increase in traffic and also know how the traffic backs <br />up at times, but the developers are not interested in the traffic problems or the problems of the <br />residents. He suggested that the owner is trying to devalue the property values of the <br />condomiuium in order to take over their properry for expansion. He suggested that if this <br />proposal is bull dozed through, the elected officials might not get re-elected. Mr. Orlowski had <br />talked to Cou.ncihnan McKay about the problems the Country Club residents had, and asked if <br />there was anything that governed trucks idling for long periods of time in the middle of the night. <br />Mr. Conway responded that the law allows them to run a truck for 5 minutes in a one hours <br />period thought out the restricted hours. He stated that the residents could call the Police in the <br />middle of the night, or the Buildiug Department du.ring working hours. Mr. Conway stated that <br />tlus happens in many areas of the city, and this type development or one like $est Products seems <br />to deal with this problem more effectively. The' problem is worse when there are many truck lines <br />delivering to a site. Mr. Orlowski suggested that the truck drivers be instructed to park in the <br />front lot away from the residents but the businesses should deal with the truckers. Mr. Hogan <br />stated that this has been going on for years, and the city has done nothing. Mr. Orlowski <br />suggested that something could be written into their contracts, and since the deliveries will be <br />concentrated into one area and it has been -noted that the noise echoes, perhaps some kind of <br />sound barrier could be installed, like a wall or landscaping. He suggested that the developers <br />could work with the residents to alleviate some of the problems the residents have with the <br />northern area, even though they are not discussing that at this time and fin-tlier suggested that the <br />condominium association president arrange a meeting with the residents, Mr. Papandreas and the <br />Best Buy representatives. Mr. Hogan would like to do this. Mr. Miller advised that signs are <br />posted at Bu.ilder's Square in Rocky River advising that there are to be no deliveries, trash drop <br />off or pick up, dieseling, etc., between certain hours and specified the ordinance that regulated <br />this. He suggested that this might help and would make it easier for the Police to enforce. The <br />only signs at this location just say no overnight parking. Mr. Papandreas stated that they would be <br />willing to install such signs and further advised that his company did have a series of regulations <br />for the tenants to follow in regard to some of these issues. He pointed out that they opted to <br />place the docks as far away from the condominiwns as possible and noted that this location is <br />sluelded on all sides except for the access drive with a concrete masonry wall, and other buildings. <br />He had just been notified today that there were some problems with trucks parking over night and <br />some of their lease provisions could help them to eliminate this.
