1.0 <br />would ueed the variauce. Mr. Orlowski believed that they would need a variance for 4 spaces and <br />perhaps they could laudbank 2 of them. He asked if they could install some landscaping in the <br />north east comer and also on the southern boundary, especially on the southwest corner to screen <br />fi-om the adjacent neighbors. Mr. LTlisse stated that the owner was considering a raised planter in <br />the northeast corner. He further advised that there were about 20 cars on the site now, four of <br />wluch could be removed immecliately. Mr. Hill, a neighbor across the street, stated that a lot of <br />derelict cars were left on the site, and ifpermission is granted to ha ve 12 spaces, he would like to <br />have some provision that tlus will be maintained, that there will not tie additioual cars. He would <br />also like to have the trash receptacle enclosed. He noted that patrons enter and exit offthe <br />eutrance to the Smythe Krainmer building. Mr. Orlowski stated that installing the sluubs that he <br />mentioued would prevent that. Mrs. Hill would like the landscaping maintained better that it is <br />uow and she would like the trash picked up more frequently since there is trash around the site. <br />Mr. Conway advised that the code allows a station to keep a car that is being worked on for a <br />period of time, if it has not been moved for a period of time the owner can be taken to court, but <br />it has to be established that the car is imobile and has been there for the time period. This station <br />has been cited several times, but it has never gone to court. Mrs. Hill advised that she had <br />complained several times, but was told that if they did put up an addition, they could be required <br />to upgrade the property. They have put in their own screening, but they object to the junk cars <br />stayiug there for mouths and tires piled up. She pointed out that theu lot was elevated above <br />theirs so it is quite visible from their house. Nlr. Miller would like something more than a masonry <br />planter on the corner since those are often confused with litter containers. Mr. Thomas suggested <br />sometlung similar to what is on the Procassini station at Stearns and Lorain. Mr. Miller pointed <br />out that they are across from the city park and they have what has been confused with a wrecking <br />business. Mr. Orlowski tallced privately to Mr. Ulisse pointing out where landscaping could be <br />placed on the site and suggested some types of landscaping he ?could use. Mr. Thomas stated that <br />he would make a motion about the landscaping. Mr. Conway noted that they will have to go to <br />the Board of Zouiug Appeals first. Mr. Miller suggested that this should be tabled until they bring <br />a new plan at the uext meeting. Mr. Thomas advised that when they come in with the new plan <br />the Commission would like to see color samples, swatches of materials, type of window frames, <br />kiud of brick. W. LTlisse advised that they would be adding some glass block on the west and the <br />bay doors would match the existing and would have two metal doors on the rear. Mr. Thomas <br />stated that the biggest concern on this property was the landscaping and the maintenance of this <br />station on the corner aud noted that just about every station in the city has upgraded their <br />laudscaping along with their station. He believed that they could do a wonderful thing for <br />themselves and the city. Mr. Orlowski questioned if the Commission would recommend that a <br />variance be grauted for four parking spaces, or should they come back with something that <br />conforms. Mr. Tliomas stated that it was impossible to regulate where people are going to park <br />ou a gas station lot. Mrs. Hill asked if there could be some tree lawn trees planted on the comer. <br />of McKenzie. Couucilman Nashar was present and would make that recominendation to the forester: P. Miller inoved to table until the next meeting at which time the developer should return <br />with revised plaus showing more detail and include far more extensive landscaping on the site as <br />suggested at tlus meeting, and that he present samples of materials and colors, type of brick and <br />kind of door frames to be used, seconded by K.
