Orlowski moved to refer the Unoca176 Service Station, 28233 Lorain Road, the <br />proposal to renovate building, construct a small addition and add landscaping to the Board of <br />Zoning Appeals for a 10 foot variance on the 20 foot landscape buffer, a 7 foot variance to park <br />right up to the guardrail on the western property line and a variance for 4 parking spaces. Further <br />to refer this proposal directly to the Architectural Review Board after tlie hearing by the Board of <br />Zoning Appeals; to the Safety Department, to the city forester to look at the landscaping with the <br />understanding that the Commission is looking for some conifer trees or full greenery that would <br />start on McKenzie Road and would go along the perimeter of the property on the entire back to <br />the western side where parking spaces 11 and 12 are and with the additional landscaping on the <br />corner of McKenzie and Lorain Road and possibly some additionallandscaping on the Lorain <br />Road area where the planters are existing. The Commission further requests that the parking <br />spaces be striped so that parking limitation on the property can be enforced more easily, seconded <br />by P. Miller, and unanimously approved. <br />N. NEW DEVELOPMENTS AND SUBDIVISIONS <br />1) City of North Olmsted and the Board of Education of tlie North Olmsted City School <br />District: Lot Split and Consolidation Plat. <br />The proposal is to split offthe northeast "splinter" portion of Permanent Parcel number 23-4-13, <br />owned by the Board of Education, North Olmsted City School District, and to join it to <br />Permanent Parcel No. 237-4-2 owned by the City of North Olmsted and the site of the <br />proposed/approved North Olmsted Fire Station no. 1. <br />City Engineer Deiclunaun explained that this is a follow up of the previous approval of the fire <br />station build.ing. This parcel is an approximate 30 foot wide spjinter ofproperty owned by the <br />school board and is between the property owned by the city and the four property owners on Coe. <br />This spliuter is zoned Retail Business, so with this lot split, the properiy line will follow the zoning <br />line so that this consolidation will eliminate a split zoned lot. It was determined that the entire <br />school board property had been consolidated and was all zoned residential. He advised Mr. Miller <br />that most of this property would be used for the fence and the landscape buffer, part of the drive <br />will be on that splinter. Mrs. Kuschek, a neighbor adjacent to the station, questioned the pipe that <br />placed next to her property which she thought was 1 foot beyond her property line. Mr. <br />Deichmaun stated that this showed where her properiy line was located, so she has a foot more <br />land than she thought she had. She stated that they were told that the fence would be 2 foot away <br />from there line. Mr. Buza, a resident, was concerned about the depth of the property and how far <br />it would extend back into the school board property. Mr. Deiclimann clarified that the city was <br />not taking any more depth from the school board, they are only taking the sliver that extends up <br />the side of the city property and that they city's property extends 500 feet from the center line of <br />Lorain Road. He was also advised that the only access would be on Lorain Road. He and other <br />neighbors who were present reviewed the plans that were posted on the board and were given a <br />copy of the plat. R. Tallon moved to approve the City of North Olmsted and the Board of <br />Education of the North Olmsted City School District lot Split and Consolidation Plat.
