a developer they are trying to get the highest and best economic use out of the land; he is trying to <br />put the city in the inost lucrative position, and one thing he can do is to control the curb cuts. <br />Since this is just under the 25% development of a parcel that is permitted, he is concemed that <br />this is over development. He noted that this development is 50% greater than the initially <br />proposed Wa1 Mart and 16% greater than the expanded Wal-Mart, and it could possibly generate <br />more traffic than Wal-Mart. He intended to do all he could to control the size of the development. <br />Mr. Papandreas explained that they were committed to the category type stores mentioned, that <br />they tried to avoid all variances, and to come up with a type shopping center that would not have <br />high traffic generating businesses. He believed that the only way this could become a development <br />that would generate more traffic, would be if it got into the superstore concept, and their are <br />regulations to deal with that. Mr. Tallon noted if a tenant fails down the road, there could be a... <br />92,500 square foot business by removing a wall which is 500 square foot below the superstore:. <br />level for example, most Target stores are 100,000 square feet. Although, this is not their intent,., <br />another developer could possibly come in. Mr. Papaudreas stated that they would be williug to <br />give the commission assurances that this would not happen. Mr. Miller suggested that the Dover <br />entrance could be a right turn entrance only access, to bleed off some of the traffic before it gets. <br />to Lorain Road. In reference to the curb cut, Mr. Papandreas noted that there were 3 curb cuts-: <br />existing, on Lorain, Dover Center and Mill Road. Mr. Gorris stated that curb cuts do not run with <br />the property, the commission must allow access. He noted that as big as Grreat Northern is, they <br />only have 1 curb cut on Brookpark. W. Papandreas noted that Great Northern Mall has seven <br />accesses, Plaza North has five, and Plaza South has 4, and the purpose to bleed the traffic as <br />quickly as possible off the city's property and onto private property. In reference to screen the <br />roof top units, Mr. Orlowski noted that if they were not visible by reason of position or placement <br />behind the parapet would be considered to be screened. Mr. Papandreas asked if this could go to <br />A.R.B. for their review of the architectural character of the build.ing and if they included the <br />increased landbavking as requested. It was decided that this would not be feasible on such a big <br />parcel. It was not decided when the proposal could return to the Commission. <br />N. MINOR CHANGES: <br />Building Commissioner Conway presented a colored rendering of a new front elevation of the <br />previously approved Rini store at 4700 Crreat Northem Boulevard. The peak will be higher than <br />what was previously approved. The members agreed that it was an improvement, but would like <br />the Architectural Board to look at it. <br />First National Bank of Oluo is proposing two additions, for two offices aaid a vestibule, which will <br />inatch the existing. Since their parking was counted in with the adjacent Office Maxx/Sun TV <br />building and these additions will give the complex a shortage of two spaces which will have to be <br />referred to the Board of Zoning Apples.
